ผู้ช่วยรัฐมนตรีประจำกระทรวงการต่างประเทศหารือเลขาธิการบริหารคณะกรรมาธิการเตรียมการสำหรับองค์การสนธิสัญญาว่าด้วยการห้ามทดลองนิวเคลียร์โดยสมบูรณ์ (CTBTO PrepCom)

เมื่อวันที่ ๑๖ มกราคม ๒๕๖๖ นายวิชาวัฒน์ อิศรภักดี ผู้ช่วยรัฐมนตรีประจำกระทรวงการต่างประเทศ พบหารือกับ ดร. โรเบิร์ต ฟลอยด์ เลขาธิการบริหารคณะกรรมาธิการเตรียมการสำหรับองค์การสนธิสัญญาว่าด้วยการห้ามทดลองนิวเคลียร์โดยสมบูรณ์ (Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization –CTBTO PrepCom) โดยทั้งสองฝ่ายย้ำถึงความมุ่งมั่นที่จะร่วมมือกันด้านการลดและไม่แพร่ขยายอาวุธนิวเคลียร์

เลขาธิการบริหารฯ ได้กล่าวชื่นชมบทบาทของไทยด้านการลดและไม่แพร่ขยายอาวุธนิวเคลียร์ โดยเฉพาะในการสนับสนุนการดำเนินงานภายใต้สนธิสัญญาว่าด้วยการห้ามทดลองนิวเคลียร์โดยสมบูรณ์ (Comprehensive Nuclear-Test-Ban Treaty – CTBT) โดยไทยมีสถานีเฝ้าตรวจการทดลองนิวเคลียร์ ๒ สถานี เพื่อส่งเสริมความมั่นคงปลอดภัยในภูมิภาค และมีบทบาทสำคัญในการเป็นศูนย์กลางของการอบรมเพื่อเสริมสร้างขีดความสามารถในภูมิภาค

ทั้งนี้ สนธิสัญญา CTBT มีจุดมุ่งหมายหลักคือ การห้ามการทดลองอาวุธและระเบิดนิวเคลียร์อื่น ๆ ไม่ว่าในสภาวะแวดล้อมใด โดยไทยให้สัตยาบันสนธิสัญญาฯ เมื่อวันที่ ๒๕ กันยายน ๒๕๖๑

(English Translation)

Vice Minister for Foreign Affairs met with the Executive Secretary of the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO PrepCom) 

On 16 January 2023, H.E. Mr. Vijavat Isarabhakdi, Vice Minister for Foreign Affairs, met with Dr. Robert Floyd, Executive Secretary of the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO PrepCom). Both sides reaffirmed the determination to work together to strengthen nuclear disarmament and non-proliferation regime.

The CTBTO Executive Secretary commended Thailand’s role in nuclear disarmament and non-proliferation, especially its role in supporting the work under the framework of the Comprehensive Nuclear-Test-Ban Treaty (CTBT). Thailand is the host of 2 monitoring stations under the verification regime which contributes to the security in the region and also plays a pivotal role in capacity-building activities under the framework.

The CTBT is a multilateral treaty which aims to ban nuclear weapons test explosions and any other nuclear explosions in all environments. Thailand ratifies the CTBT on 25 September 2018.
