อธิบดีกรมองค์การระหว่างประเทศเข้าร่วมการประชุมสหประชาชาติจำลอง

วันที่ ๑๓ มกราคม ๒๕๖๖ ณ ศูนย์การประชุมสหประชาชาติ (UNCC) กรุงเทพฯ

เมื่อวันที่ ๑๓ มกราคม ๒๕๖๖ นางเอกสิริ ปิณฑะรุจิ อธิบดีกรมองค์ระหว่างประเทศ ได้เข้าร่วมและกล่าวถ้อยแถลงในพิธีเปิดการประชุมสหประชาชาติจำลอง Thammasat University Model United Nations (TUMUN) Conference 2023 ภายใต้หัวข้อ “Revising the world order” ณ อาคารศูนย์การประชุมสหประชาชาติ กรุงเทพฯ กิจกรรมดังกล่าวจัดขึ้นโดยชมรมผู้นำเยาวชนแห่งสหประชาชาติ มหาวิทยาลัยธรรมศาสตร์ โดยได้รับการสนับสนุนจากสมาคมสหประชาชาติแห่งประเทศไทย และภาคเอกชน

ในช่วงพิธีเปิด อธิบดีกรมองค์การฯ ได้กล่าวถึงสถานการณ์โลกในปัจจุบันที่นานาประเทศกำลังเผชิญกับความท้าทายรอบด้าน ไม่ว่าจะเป็นผลกระทบจากวิกฤตโควิด-19 ในด้านเศรษฐกิจและสังคม ปัญหาการเปลี่ยนแปลงสภาพภูมิอากาศ จนถึงความขัดแย้งในภูมิภาคต่าง ๆ ทำให้ทุกประเทศยิ่งจำเป็นที่จะต้องร่วมกันรับมือกับความท้าทายระดับโลกเหล่านี้ผ่านระบอบพหุภาคีซึ่งมีสหประชาชาติเป็นศูนย์กลาง ไทยในฐานะประเทศขนาดกลาง ยึดมั่นในระบอบพหุภาคี อีกทั้งมุ่งหวังให้ระบบสหประชาชาติมีความเข้มแข็ง เพื่อประโยชน์ในการผสานความร่วมมือระหว่างประเทศ
เพื่อบรรเทาและแก้ไขปัญหาที่มีอยู่ ทั้งนี้ ไทยพร้อมที่จะสนับสนุนข้อริเริ่มต่าง ๆ ของเลขาธิการสหประชาชาติในการปฏิรูปองค์กรให้มีประสิทธิภาพมากยิ่งขึ้น

ในช่วงบ่าย นางสาวจิตวิภา เบญจศีล ผู้อำนวยการกองการสังคม และนายภานุวัฒน์ พรมมานนท์ นักการทูตชำนาญการ (ที่ปรึกษา) กองสันติภาพ ความมั่นคงและการลดอาวุธ กรมองค์การระหว่างประเทศ ได้เข้าร่วมการเสวนาเกี่ยวกับความท้าทายต่อความมั่นคงในรูปแบบใหม่ (non-traditional security challenges) ในมิติทางสังคม และความท้าทายของความมั่นคงในรูปแบบเดิม (traditional security challenges) ที่ส่งผลกระทบต่อระเบียบโลกในยุคหลังโควิด-19

ทั้งนี้ มีผู้ให้ความสนใจเข้าร่วมกิจกรรมช่วงเช้าและบ่ายอย่างคับคั่งกว่า 100 คน ซึ่งรวมถึงนักศึกษาจากมหาวิทยาลัยธรรมศาสตร์ที่มีกำหนดเข้าร่วมกิจกรรม workshop การประชุมสหประชาชาติจำลองที่มีกำหนดจัดขึ้นในช่วงวันที่ 14-15 มกราคม 2566 ณ กรุงเทพมหานคร

Director-General of Department of International Organizations
attended the Thammasat University Model United Nations (TUMUN) Conference 2023 on 13 January 2023 at the United Nations Conference Centre (UNCC), Bangkok

On 13 January 2023, Mrs. Eksiri Pintaruchi, Director-General of Department of International Organizations delivered the opening statement at the Thammasat University Model United Nations Conference 2023 (TUMUN Conference 2023) under the theme “Revising the world order” at United Nations Conference Center (UNCC). The event was organized by Thammasat University Model United Nations Club, with support from the United Nations Association of Thailand and various private sector partners.  

In her opening statement, the Director-General pointed out that current global challenges, from socio-economic impact of the COVID-19 pandemic, to the climate crisis and geopolitical tensions, created an even greater need for international cooperation with the United Nations at the center to address challenges. She also reaffirmed Thailand’s strong commitment to multilateralism and support for the UN Secretary-General’s ongoing reform agenda to strengthen the United Nations system and enhance international cooperation under its aegis.

In the afternoon, participants heard presentations by Ms. Jitvia Benjasil, Director of Social Division and Mr. Panuwat Prommanon, Counsellor from Peace, Security and Disarmament Division on the topics of non-traditional security and traditional security challenges in the international order during the post-COVID-19 era. Both sessions were well-attended by over 100 participants, including Thammasat University students who were also taking part in simulated United Nations meetings during 14-15 January 2023 in Bangkok.

Good morning,

1. On behalf of the Ministry of Foreign Affairs, I would like to express my sincere appreciation to the TUMUN club for the kind invitation to this event. It is also
   my great pleasure to see that this activity has received a lot of interest from many co-sponsors, including the United Nations Association of Thailand (UNAT)
   as well as partners from the private sector. I am confident that their valuable support will contribute to the success of this edition of the TUMUN conference.
2. The theme of today’s discussion on “Revising the World Order” is extremely relevant to the current reality. As we enter the new year with renewed energy and hope, we must not forget that wars, conflicts, famine, poverty and other human insecurities are still the every day realities of billions of people around the world. While the world
   is still trying to recover from the COVID-19 Pandemic and make up for the losses
   of achieving the SDGs by 2030, the World Bank recently has forecasted that
   the global economy is about to go into a recession. It does not help that we are
   in the throes of growing geopolitical tensions at a time when multilateral cooperation is greatly needed to address such challenges as well as the triple planetary crisis of climate disruption, biodiversity loss, and pollution that will define the survival
   of our next generations.

3. Realistically, no country alone or a group of like-minded countries can find solutions to these global problems. I trust that many of us gathered here, including me, firmly believe in multilateralism and that our collective action at the multilateral level with the United Nations at its core is vital to address these challenges. It is therefore, high time that we renew our faith and confidence in the multilateral system.
4. Here I wish to offer some food for thought. When you discuss “Revising the World Order”, it may come to a point when it is necessary to make a choice between “a breakdown or a breakthrough”, to quote the UN Secretary-General António Guterres. We stand at a crossroad between a world full of perpetual crises,
   or a world full of promises for a more peaceful and sustainable future.
5. You may ask “Where does a middle-sized country like Thailand fit in this context?” or “What should Thailand do?” In my line of work, the position is that Thailand benefits from a strong UN – one that can effectively exert its convening powers
   to prevent and de-escalate conflicts, to promote a rules-based international order with respect for rules of law and sovereignty. A strong UN that sits at the centre of international cooperation can take proactive steps to resolve problems of the global commons. It is important for all of the member states, Thailand included, to work more closely to reverse the polarization in this body by working on issues that unite us together. Member states should use the UN more widely as a platform for collective efforts to address conflicts through promoting sustainable development, human rights and human security.
6. That is why Thailand supports the UN Secretary-General’s “Our Common Agenda” initiative to reform and revitalize the UN that is fit for purpose in the next 25 years – an inclusive, resilient, and effective multilateralism to better respond to the defining challenges of our time. A revised world order should be one of optimism. It should promote solidarity and trust among nations so that we can cooperate better in the interest of humanity.
7. Finally, I am pleased to see the enthusiasm expressed today by young people towards multilateral diplomacy. The UN, in its 76-year history, has shown that we can achieve so much through collective action. Let us use this opportunity to learn from various perspectives and learn to work together despite our differing points of view.
