เมื่อวันที่ ๒ ธันวาคม ๒๕๖๕ กรมองค์การระหว่างประเทศ ร่วมกับองค์กร International Detention Coalition (IDC) ได้จัดการประชุมระดมสมอง เรื่อง “แนวทางการส่งเสริมทัศนคติที่ดีของสังคมไทยต่อผู้โยกย้ายถิ่นฐาน” เพื่อหารือเกี่ยวกับแนวทางการดำเนินการและกิจกรรมที่เป็นรูปธรรมเพื่อสร้างความตระหนักรู้และทัศนคติที่ดีของสังคมไทยเกี่ยวกับผู้โยกย้ายถิ่นฐาน เพื่อขจัดการตีตราและการเลือกปฏิบัติในรูปแบบต่าง ๆ และส่งเสริมให้ผู้โยกย้ายถิ่นฐานได้รับการยอมรับในฐานะที่เป็นส่วนหนึ่งของสังคมไทย โดยมีการแลกเปลี่ยนความเห็นระหว่างผู้เข้าร่วมการประชุมซึ่งมาจากภาคส่วนต่าง ๆ ทั้งภาครัฐ ภาควิชาการ ภาคประชาสังคม และองค์การระหว่างประเทศ เพื่อขับเคลื่อนการดำเนินการตามคำมั่นที่ไทยได้ให้ไว้ในการประชุมทบทวนการดำเนินการตามข้อตกลงระหว่างประเทศเพื่อการโยกย้ายถิ่นฐานที่ปลอดภัย เป็นระเบียบ และปกติ (Global Compact for Safe, Orderly, and Regular Migration: GCM) ที่นครนิวยอร์ก เมื่อเดือน พ.ค. ๒๕๖๕

นางเอกสิริ ปิณฑะรุจิ อธิบดีกรมองค์การระหว่างประเทศ ได้กล่าวเปิดงาน และผู้แทนองค์การระหว่างประเทศเพื่อการโยกย้ายถิ่นฐาน (International Organization for Migration: IOM) ผู้แทนองค์การแรงงานระหว่างประเทศ (Internaitonal Labour Organization: ILO) และบริษัท ไซด์คิก (Sidekick Social Change Agency) ได้นำเสนอข้อมูลและผลการศึกษาที่เกี่ยวข้องกับข้อตกลง GCM ผลงานวิจัยเกี่ยวกับทัศนคติต่อผู้โยกย้ายถิ่นฐาน รวมถึงประเภทของสื่อและรูปแบบการนำเสนอข่าวและข้อมูลเกี่ยวกับผู้โยกย้ายถิ่นฐาน รวมถึงปัจจัยที่เกี่ยวข้องที่มีแนวโน้มต่อมุมมองและทัศนคติของบุคคลต่อผู้โยกย้ายถิ่นฐาน

ทั้งนี้ จากการหารือระดมสมอง ซึ่งมี ดร.ภาณุภัทร จิตเที่ยง คณะรัฐศาสตร์ จุฬาลงกรณ์มหาวิทยาลัย และนางสาวกุลธิดา สามะพุทธิ สื่อมวลชนอิสระ ร่วมสะท้อนมุมมองต่องานวิจัยและจุดประเด็นหารือเกี่ยวกับหัวข้อดังกล่าว ที่ประชุมมีข้อเสนอเกี่ยวกับแนวทางการดำเนินการต่อไป อาทิ

  • เห็นควรให้ความสำคัญเป็นลำดับแรกกับการสร้างความตระหนักรู้ในหมู่สาธารณชนใน วงกว้าง เพื่อให้คนไทยตระหนักถึงคุณประโยชน์ของของผู้โยกย้ายถิ่นฐานต่อการพัฒนาเศรษฐกิจและสังคมของประเทศ โดยเฉพาะอย่างยิ่งในภาวะที่สังคมไทยเป็นสังคมผู้สูงอายุ ซึ่งต้องพึ่งพาแรงงานต่างชาติทั้งในแง่แรงงานและการส่งเสริมการบริโภคภายในประเทศ ซึ่งจะเป็นบันไดขั้นแรกที่ปูทางไปสู่การมีทัศนคติที่ดีและการยอมรับว่า ผู้โยกย้ายถิ่นฐานเป็นส่วนหนึ่งของสังคมไทย
  • สื่อมวลชนเป็นภาคส่วนที่มีบทบาทสำคัญเป็นอย่างยิ่งในการสร้างและกำหนดทิศทางความตระหนักรู้ (awareness) ความรับรู้ (perception) และภาพจำ (impression) เกี่ยวกับผู้โยกย้ายถิ่นฐาน ซึ่งจะส่งผลต่อทัศนคติและพฤติกรรมของคนไทยที่ปฏิบัติต่อคนเหล่านั้น จึงควรมีการให้ข้อมูลและการเสริมสร้างความรู้ความเข้าใจให้กับสื่อมวลชนในประเด็นเกี่ยวกับผู้โยกย้านถิ่นฐานมากขึ้น
  • เห็นควรส่งเสริมการจัดกิจกรรมในลักษณะที่จะเปิดโอกาสให้ประชาชนทั่วไปได้มีประสบการณ์ตรงในการสัมผัส พูดคุย ใกล้ชิดกับผู้โยกย้ายถิ่นฐาน รวมทั้งการนำเสนอแง่มุมใหม่ ๆ ที่ใกล้ตัวที่นำมาซึ่งทัศนคติที่ดีและถูกต้อง เช่น อาหาร วัฒนธรรม ประเพณี และกิจกรรมเชิงสร้างสรรค์ของชุมชนผู้โยกย้ายถิ่นฐานในไทย เป็นต้น

(English Translation)

Ministry of Foreign Affairs hosted a seminar on “Promoting the right perception of migrants”

        On December 2, 2022, Department of International Organizations, Ministry of Foreign Affairs, in cooperation with International Detention Coalition (IDC), hosted a seminar on “Promoting the right perception of migrants” The objective of the seminar was to identify ways and means to effectively promote positive and correct public perception and attitude towards migrants in Thailand, with the view to eliminating stigmatization of and discrimination against them and promoting inclusion of migrants in Thai society. The seminar provided an opportunity for participants from relevant sectors, including government agencies, civil society, media and international organizations, to share their views on what can be done and how they can work together to make progress in the implementation of the pledge made by Thailand at the International Migration Review Forum (IMRF) in New York in May 2022 on this particular issue. 

Mrs. Eksiri Pintaruchi, Director-General of the Department of International Organizations delivered the opening remarks, followed by presentations on (1) relevant objectives of the Global Compact for Safe, Orderly, and Regular Migration (GCM) by a representative from International Organization for Migration (IOM), (2) a research on “public attitude toward migrant workers in Thailand” by a representative from the International Labour Organizations (ILO), and (3) a research on “Thai public perception towards people in forced migration context through media and designed, including actors that shape perspectives and attitudes on migrants” by a representative of Sidekick Social Agency.

The brainstorming session, starting with reflection on the researches’ outcomes by Dr. Bhanubhtra Jittiang from the Faculty of Political Science, Chulalongkorn University, and  Ms. Kultida Samabuddhi, an independent journalist, and followed by comments from participants, which led to key recommendations as follows:

(1) The first important step is to promote awareness among broader audiences in the public about the existence of migrants in Thai society and their contribution to Thailand’s socio-economic development. We should try to promote understanding among Thai people that, in the context of aging population, Thailand needs to rely on migrant workforce to fulfill its demand for labour and to sustain domestic consumption. This understanding will form an essential foundation for next steps, which are the promotion of correct and positive public attitudes towards migrants and inclusion of migrants in Thai society. 

 (2)  Media has very crucial roles in creating and shaping public awareness, perception, and impression about migrants, which will, in turn, shape Thai people’s attitudes and behaviors toward migrants. Consequently, there should be more training/capacity building activities for media personnel to ensure that they have adequate knowledge and understanding of issues relating to migrants so they can report and convey right messages.  . 

(3) There should be more activities to give Thai people opportunities for more exposure and direct interactions with migrants, including opportunities for them to casually chit chat or do some social activities together.  Partners should also try to explore and present migrants issues from new and creative perspectives, for example, by showcasing their food, culture, custom, and community activities, with a view to promoting more appreciation and positive public attitude towards migrants.
