เมื่อวันที่ 29 เมษายน 2568 นางสาวพินทุ์สุดา ชัยนาม อธิบดีกรมองค์การระหว่างประเทศ พบหารือกับนาง Gabriella Citroni ประธานคณะทำงานแห่งสหประชาชาติว่าด้วยการหายสาบสูญโดยถูกบังคับหรือไม่สมัครใจ (United Nations Working Group on Enforced or Involuntary Disappearances: WGEID) พร้อมด้วยสมาชิก WGEID ในโอกาสที่คณะทำงานฯ เดินทางมาไทยเพื่อจัดการประชุม WGEID สมัยที่ 136 ที่กรุงเทพฯ โดยทั้งสองฝ่ายได้แลกเปลี่ยนมุมมองเกี่ยวกับประเด็นที่เกี่ยวข้องกับการหายสาบสูญโดยบังคับหรือไม่สมัครใจ และความร่วมมือในการดำเนินการตามพันธกรณีภายใต้อนุสัญญาระหว่างประเทศว่าด้วยการคุ้มครองบุคคลทุกคนจากการหายสาบสูญโดยถูกบังคับ (International Convention for the Protection of All Persons from Enforced Disapperance: ICPPED)

ต่อมา เมื่อวันที่ 30 เม.ย. 2568 คณะทำงาน ฯ ได้พบหารือกับผู้แทนในคณะกรรมการป้องกันและปราบปรามการทรมานและการกระทำให้บุคคลสูญหาย (กรมองค์การระหว่างประเทศ กระทรวงการต่างประเทศ กรมคุ้มครองสิทธิและเสรีภาพ สำนักงานอัยการสูงสุด สำนักงานตำรวจแห่งชาติ กรมสอบสวนคดีพิเศษ กรมการปกครอง กระทรวงมหาดไทย สถาบันนิติวิทยาศาสตร์) เพื่อแลกเปลี่ยนข้อมูลเกี่ยวกับพัฒนาการกรอบกฎหมายในระดับประเทศ การแสวงหาความร่วมมือระหว่างประเทศ และแนวปฏิบัติที่ดีในการปฏิบัติตามพันธกรณีภายใต้อนุสัญญา ICPPED

ในโอกาสนี้ WGIED แสดงความยินดีที่ไทยเข้าเป็นภาคีอนุสัญญา ICPPED และมีกฎหมายภายในประเทศในเรื่องนี้เป็นการเฉพาะ ซึ่งจะเป็นตัวอย่างที่ดีสำหรับภูมิภาคเอเชีย-แปซิฟิก และได้รับเลือกตั้งให้ดำรงตำแหน่งสมาชิกคณะมนตรีสิทธิมนุษยชนแห่งสหประชาชาติ (United Nations Human Rights Council: UNHRC) วาระ ค.ศ. ๒๐๒๕ – ๒๐๒๗

On 29 April 2025, Ms. Pinsuda Jayanama, Director-General of the Department of International Organisations met with Ms. Gabriella Citroni, Chair of the United Nations Working Group on Enforced or Involuntary Disappearances (WGEID) and its members, on the occasion of the latter’s visit to Thailand for the 136th Meeting of the Working Group in Bangkok. Both sides exchanged views on issues related to enforced or involuntary disappearances and collaboration on the implementation of Thailand’s obligation under the International Convention for the Protection of All Persons from Enforced Disapperance: ICPPED).


Following on 30 April 2025, the WGEID also met with members of the National Committee on the Prevention and Suppression of Torture and Enforced Disappearance (representatives from the Department of Internatioanl Organisation, Ministry of Foreign Affairs, Department of Rights and Libery Protection, Ministry of Justice, Office of the Attorney General, the Royal Thai Police, the Department of Special Investigation, Department of Provincial Administration, Ministry of Interior and Central Institute of Forensic Science of Thailand) to exchange views about development in domestic legislation, international cooperation, and good practices on the implementation of the ICPPED.

On this occasion, the WGEID also congratulated Thailand on its ratification of the ICPPED as well as the adoption of dedicated legislation on the topic, for which will become a good reference for the Asia-Pacific region, and on being elected as a member of the United Nations Human Rights Council for the term 2025-2027.
