เมื่อวันที่ 12 ธันวาคม 2566 นายสีห์ศักดิ์ พวงเกตุแก้ว ผู้ช่วยรัฐมนตรีประจำกระทรวงการต่างประเทศ เข้าร่วมการหารือโต๊ะกลมหัวข้อ "อนาคตของสิทธิมนุษยชนและสันติภาพและความมั่นคง" ซึ่งเป็นส่วนหนึ่งของกิจกรรมเฉลิมฉลองในโอกาสครบรอบ 75 ปี ปฏิญญาสากลว่าด้วยสิทธิมนุษยชนแห่งสหประชาชาติ ณ สำนักงานสหประชาชาติ นครเจนีวา

ผู้ช่วยรัฐมนตรีฯ ได้กล่าวย้ำถึงความเชื่อมโยง ของการละเมิดสิทธิมนุษยชนกับสถานการณ์ความขัดแย้ง ที่ทำให้ชีวิตผู้คนต้องทนทุกข์และส่งผลกระทบไปในหลายพื้นที่ทั่วโลก ซึ่งคณะมนตรีสิทธิมนุษยชนแห่งสหประชาชาติต้องทำหน้าที่ให้ดียิ่งขึ้นในการป้องกันและแก้ไขปัญหาความขัดแย้งและการเสริมสร้างสันติภาพซึ่งมีสิทธิมนุษยชนเป็นแกนกลาง รวมทั้ง ได้กล่าวถึงบทบาทของไทยในการผลักดันข้อมติเรื่องความช่วยเหลือทางวิชาการและการเสริมสร้างขีดความสามารถเพื่อช่วยอุดช่องว่างของการละเมิดสิทธิมนุษยชนที่เกิดจากการขาดโครงสร้างด้านสิทธิมนุษยชนและขีดความสามารถในการดำเนินการด้านสิทธิมนุษยชนภายในประเทศ

 ผู้ช่วยรัฐมนตรีฯ ยังกล่าวถึงแนวทางการแก้ไขสถานการณ์ในภูมิภาค รวมถึงในเมียนมา โดยย้ำถึงความสำคัญของความพยายามยกระดับการให้ความช่วยเหลือทางมนุษยธรรมบริเวณแนวชายแดน และการเสริมสร้างการมีปฏิสัมพันธ์เพื่อสันติภาพและความมั่นคง

 นอกจากนี้ เมื่อวันที่ 11 ธันวาคม 2566 ผู้ช่วยรัฐมนตรีฯ ได้พบหารือกับนาย Volker Turk  ข้าหลวงใหญ่สิทธิมนุษยชนแห่งสหประชาชาติ เพื่อหารือเกี่ยวกับความร่วมมือระหว่างไทยกับสำนักงานข้าหลวงใหญ่ฯ พัฒนาการด้านสิทธิมนุษยชนที่สำคัญๆ ของไทย เช่น การถอนข้อสงวนต่างๆ ในอนุสัญญาว่าด้วยการทรมานฯ (CAT) และการเตรียมการเพื่อให้สัตยาบันอนุสัญญาว่าด้วยการป้องกันบุคคลจากการสูญหายโดยบังคับฯ (ICCPED) รวมทั้งความมุ่งมั่นในค่านิยมประชาธิปไตย สิทธิมนุษยชน และหลักนิติธรรม นอกจากนี้ ยังได้แลกเปลี่ยนความเห็นเกี่ยวกับประเด็นในภูมิภาค ตลอดจนได้แจ้งถึงการลงสมัครรับเลือกตั้งเป็นสมาชิกคณะมนตรีสิทธิมนุษยชนแห่งสหประชาชาติ (HRC) วาระปี ค.ศ. 2025- 2027 ของไทย 

ข้าหลวงใหญ่ฯ ได้กล่าวชื่นชมความก้าวหน้าด้านสิทธิมนุษยชนและบทบาทองคนไทยในกลไกสิทธิมนุษยชนของสหประชาชาติ กล่าวขอบคุณและยินดีที่นายกรัฐมนตรีตอบรับเป็นผู้แทนกล่าว keynote remarks ในช่วงพิธีเปิด และกล่าวขอบคุณสำหรับคำมั่นด้านสิทธิมนุษยชนของไทยที่เป็นรูปธรรมในกิจกรรมการประชุมระดับสูงครั้งนี้ 

On 12 December 2023, H.E. Mr. Sihasak Phuangketkeow, Vice Minister for Foreign Affairs, participated in the Roundtable on the Future of Human Rights and Peace and Security, which was part of the High-Level event at the United Nations Office in Geneva, held on the occasion of the 75th Anniversary of the Universal Declaration of Human Rights. 

The Vice Minister stressed the interlinkage between human rights and conflicts, which have led to people's sufferings in many parts in the world. The Human Rights Council, therefore, must do better in terms of conflict prevention, conflict resolution, and peace building with the full respect of human rights at the core. The Vice Ministser also reiterated Thailand's efforts in spearheading the resolution in the Human Rights Council on technical cooperation and capacity building to fill the gaps on human rights implementation, which often time, were caused by the lack of human rights infrastructure and capacities.    

In addition, the Vice Minister stressed the importance of Thailand's efforts in upscaling the humanitarian assistance along the border with Myanmar, and the strengthening of dialogue among all stake holders for peace and stability. 

On 11 December 2023, the Vice Minister also had a bilateral meeting with Mr. Volker Turk, the UN High Commissioner for Human Rights. They exchanged views on the cooperation between Thailand and the Office of the High Commissioner for Human Rights (OHCHR) and Thailand's important human rights advancements, for example, the withdrawal of the reservations under the Convention against Torture (CAT), its intention to ratify the International Convention for the Protection of All Persons from Enforced Disappearance (ICCPED), as well as the new Thai government's firm adherence to democratic values, human rights and rule of law.

They also discussed other regional issues of common interests as well as Thailand's candidacy for the membership of the Human Rights Council (HRC) for the term of 2025-2027. The High Commissioner commended Thailand's positive role and the contribution of various Thai nationals in the United Nations human rights frameworks and mechanisms. The High Commissioner expressed his appreciation that the Prime Minister of Thailand accepted the invitation to give remarks virtually from Bangkok at the opening ceremony of the Leaders' Segment of the event. Furthermore, the High Commissioner thanked Thailand for its tangible human rights pledges on this important occasion.
