เมื่อวันที่ 15 พฤษภาคม 2568 กรมองค์การระหว่างประเทศร่วมกับกรมคุ้มครองสิทธิและเสรีภาพจัดการประชุมเชิงปฏิบัติการเพื่อเผยแพร่รายงานประเทศตามกลไกการประเมินสถานการณ์สิทธิมนุษยชนรายประเทศ (Universal Periodic Review: UPR) รอบที่ 3 ฉบับกลางรอบ (Mid-term Report) พื้นที่จังหวัดกาญจนบุรี เพื่อให้ความรู้เกี่ยวกับกระบวนการของกลไก UPR ข้อเสนอแนะที่ไทยได้ตอบรับจากประเทศสมาชิกสหประชาชาติ ตลอดจนรวบรวมข้อมูลจากส่วนราชการผู้ปฏิบัติและภาคประชาสังคมในจังหวัดกาญจนบุรี โดยมีผู้แทนจากสำนักงานข้าหลวงใหญ่ผู้ลี้ภัยแห่งสหประชาชาติเข้าร่วมด้วย ซึ่งมีผู้แทนเข้าร่วมการประชุมจำนวนกว่า 80 คน โดยมีการแลกเปลี่ยนความเห็นเกี่ยวกับความคืบหน้าและความท้าทายในการดำเนินการตามข้อเสนอแนะที่ไทยได้ตอบรับ รวมถึงคำมั่นโดยสมัครใจในกระบวนการ UPR และพัฒนาการอื่น ๆ เพื่อเตรียมการจัดทำรายงานของประเทศไทยภายใต้กลไก UPR รอบที่ 4 ซึ่งมีกำหนดส่งในเดือนกรกฎาคม 2569

ในโอกาสดังกล่าว นางสาวจิตวิภา เบญจศีล ผู้อำนวยการกองการสังคม และนายสมิทธิ ชีงมงคล นักการทูตชำนาญการ กองการสังคม กรมองค์การระหว่างประเทศได้ร่วมเป็นวิทยากรกับผู้แทนกรมคุ้มครองสิทธิและเสรีภาพ มหาวิทยาลัยธรรมศาสตร์ และสำนักงานคณะกรรมสิทธิ์มนุษยชนแห่งชาติ บรรยายถึงสถานะและพัฒนาการของการดำเนินการตามข้อเสนอแนะที่ไทยได้รับและคำมั่นโดยสมัครใจของไทย และสาระของรายงานประเทศตามกลไก UPR รอบที่ 3 ฉบับกลางรอบ รวมถึงประเด็นที่ผู้เข้าร่วมการประชุมสามารถแลกเปลี่ยนความเห็น ซึ่งรวมถึงพัฒนาการด้านสิทธิมนุษยชนในจังหวัดกาญจนบุรีและภาคตะวันตกและประเด็นท้าทายด้านสิทธิมนุษยชน เพื่อใช้ในการเตรียมการยกร่างรายงานประเทศฯ รอบที่ 4 ทั้งนี้ กรมองค์การระหว่างประเทศและกรมคุ้มครองสิทธิและเสรีภาพจะจัดการประชุมเชิงปฏิบัติการในเรื่องดังกล่าวสำหรับภูมิภาคอื่น ๆ ด้วย

On 15 May 2025, the Department of International Organizations, in collaboration with the Department of Rights and Liberties Protection, co-organized a workshop to disseminate Thailand’s Universal Periodic Review (UPR) mechanism Mid-term Report (3^rd Cycle) in Kanchanaburi. The objective was to raise awareness about the UPR process, the recommendations Thailand had accepted from UN Member States, and the progress in implementing them. The event also aimed to collect inputs from over 80 participants—including local government officials and civil society representatives in Kanchanaburi. Representatives from the United Nations High Commissioner for Refugees (UNHCR) also attended the event. Participants engaged in discussions on the progress and challenges in implementing Thailand’s accepted UPR recommendations, voluntary pledges, and other related developments. The discussions will also support the preparation of Thailand’s 4^th Cycle UPR Report, scheduled for submission in July 2026.

On this occasion, Ms. Jitvipa Benjasil, Director of the Social Division, and Mr. Smithi Jivamongkol, Counsellor from the Social Division, Department of International Organizations presented an overview of Thailand’s implementation of UPR recommendations and voluntary pledges, and presented key elements of the 3^rd Cycle UPR Mid-term Report. Other panelists include representatives from the Department of Rights and Liberties Protection, Thammasat University, and the Office of the National Human Rights Commission of Thailand. Participants also exchanged views on human rights issues relevant to Kanchanaburi and the western part of Thailand and challenges, which will serve as inputs in the drafting of the upcoming 4^th Cycle UPR report.

The Department of International Organizations and the Department of Rights and Liberties Protection plan to organize similar workshops across other regions of the country.
