เมื่อวันที่ ๒๕ ม.ค. ๒๕๖๖ นางเอกสิริ ปิณฑะรุจิ อธ. กรมองค์การฯ กต. เข้าร่วมการประชุมทางไกล COVID-19 Global Action Plan (GAP) Senior Officials Meeting ร่วมกับเจ้าหน้าที่อาวุโสจากกว่า ๒๐ ประเทศทั่วโลก และผู้แทนองค์การระหว่างประเทศที่เกี่ยวข้อง ตามคำเชิญของ กต. สหรัฐฯ

 

ไทยหยิบยกประเด็นสำคัญ ได้แก่

(๑) ชื่นชมบทบาทของ GAP ในการยกระดับความมุ่งมั่นทางการเมืองและการสื่อสารเชิงยุทธศาสตร์ระหว่างสมาชิกในกลุ่มเพื่อรับมือกับ COVID-19 ในระยะวิกฤต อย่างไรก็ดี โดยในปัจจุบันได้ผ่านพ้นช่วงวิกฤตของการแพร่ระบาดมาแล้ว ไทยจึงเห็นพ้องกับประเทศในกลุ่มว่า อาจยุติความร่วมมือภายใต้ GAP ได้ (sunset)
แต่สมาชิกกลุ่มฯ อาจกลับมาหารือร่วมกันได้ในภายหลัง หากมีความจำเป็น

(๒) เชิญชวนให้สมาชิกในกลุ่มแลกเปลี่ยนข้อมูลระหว่างกันให้มากขึ้น โดยเฉพาะข้อมูลการฉีดวัคซีนเข็มกระตุ้น การฉีดวัคซีนแบบผสม และผลข้างเคียงจากวัคซีน เนื่องจากการแพร่ระบาด COVID-19 เกิดขึ้นต่อเนื่องกว่า ๓ ปี แล้ว

(๓) ย้ำความสำคัญของความมุ่งมั่นทางการเมืองในการวิจัยและพัฒนาวัคซีน เพื่อพัฒนาศักยภาพในการผลิตวัคซีนของแต่ละประเทศ และเสริมสร้างความหลากหลายของเวชภัณฑ์ในระดับภูมิภาค

(๔) สนับสนุนการกำหนดให้บริการด้าน COVID-19 เป็นส่วนหนึ่งของการให้บริการของระบบสาธารณสุขในประเทศ โดยยกตัวอย่างระบบหลักประกันสุขภาพถ้วนหน้าของไทยที่ครอบคลุมบริการด้านวัคซีน ยา และเวชภัณฑ์อื่น ๆ เกี่ยวกับ COVID-19 ตั้งแต่เดือน ส.ค. ๒๕๖๕

(๕) เสนอให้การปฏิรูปโครงสร้างทางสถาปัตยกรรมด้านสาธารณสุขของประชาคมโลกให้มีความเท่าเทียม เปิดโอกาสให้ทุกฝ่ายมีส่วนร่วม และมีความสอดคล้องกันของการดำเนินการในมิติต่าง ๆ

ไทยเป็นหนึ่งในประเทศที่ได้รับเชิญให้ร่วมผนึกกำลังในการขับเคลื่อน GAP ร่วมกับประเทศพันธมิตรด้านสาธารณสุขโลกและองค์การระหว่างประเทศที่เกี่ยวข้อง เพื่อยุติการแพร่ระบาดของ COVID-19 และผลักดันให้เกิดความคืบหน้าในการเตรียมพร้อมรับมือกับการระบาดในอนาคตอย่างยั่งยืน

Director-General of the Department of International Organizations attended the virtual COVID-19 Global Action Plan (GAP) Senior Officials’ Meeting: towards further international cooperation beyond the acute phase of COVID-19

 

On 25 January 2023, Ms. Eksiri Pintaruchi, Director-General, Department of International Organizations, MFA Thailand, attended the COVID-19 Global Action Plan (GAP) Senior Officials’ Meeting, together with senior officials from more than 20 countries and representatives of relevant international organizations upon the invitation of US Department of State.

 
Thailand reiterated key issues, as follows:

(1) Appreciate the role of GAP in elevating political commitment and strategic communications among GAP partners to tackle COVID-19 in the acute phase, while echoing other partners that collaboration under GAP may cease (sunset) as the crisis of the pandemic has passed. However, GAP meetings or cooperation among GAP members may resume if and when needed;

(2) Encourage GAP partners to exchange and share more information, especially on booster vaccines, interchangeability (or mixing and matching) of COVID-19 vaccine products and their possible side effects, as the COVID-19 pandemic has been going on for more than three years;

(3) Underline the importance of political commitment to research and development of vaccines, with a view to promoting self-reliance and regional diversification of sustainable manufacturing capacities;

(4) Support the integration of COVID-19 service into routine health system, as shown by the benefits package of the Thai Universal Health Coverage (UHC) schemes covering COVID-19 vaccines, medicines, test kits and medical supplies since August 2022;

 (5) Suggest that the global health architecture be reformed for more equity, more inclusivity and more coherence.

Thailand is one of the countries invited to join forces in driving GAP with global health allies and relevant international organizations, with a view to stopping the spread of COVID-19 and preparing for future outbreaks in a sustainable manner.
