ปลัดกระทรวงการต่างประเทศเยี่ยมชมศูนย์ประชุมสหประชาชาติ กรุงเทพฯ และหารือข้อราชการกับ

สหประชาชาติสำหรับเอเชียและแปซิฟิก (UNESCAP) เมื่อวันที่ 23 มีนาคม 2566

                         เมื่อวันที่ 23 มีนาคม 256 นายศรัณย์ เจริญสุวรรณ ปลัดกระทรวงการต่างประเทศ พร้อมด้วยนางพันทิพา เอี่ยมสุทธา เอกะโรหิต รองปลัดกระทรวงการต่างประเทศ และนางเอกสิริ ปิณฑะรุจิ อธิบดีกรมองค์การระหว่างประเทศ ได้เข้าเยี่ยมชมศูนย์ประชุมสหประชาชาติ กรุงเทพฯ (United Nations Conference Centre (UNCC), Bangkok) ตามคำเชิญของนางอาร์มิดา ซัลเซียะฮ์ อาลิสจะฮ์บานา (Ms. Armida Salsiah Alisjahbana) รองเลขาธิการสหประชาชาติและเลขาธิการบริหารคณะกรรมาธิการเศรษฐกิจและสังคมแห่งสหประชาชาติสำหรับเอเชียและแปซิฟิก (Under-Secretary-General of the UN and Executive Secretary of UNESCAP)

                         โอกาสนี้ ปลัดกระทรวงการต่างประเทศและคณะได้ร่วมรับประทานอาหารกลางวัน (working luncheon) กับนางอาร์มิดาและทีมงาน โดยได้หารือในประเด็น ดังนี้ การส่งเสริมให้บริษัทเอกชนไทยดำเนินธุรกิจกับสหประชาชาติโดยผ่านระบบการจัดซื้อ-จัดจ้างของสหประชาชาติ การสนับสนุนให้มีบุคลากรไทยเข้าไปปฏิบัติงานในองค์การสหประชาชาติและองค์การระหว่างประเทศเพิ่มมากขึ้น และการเตรียมการสู่การประชุมที่กำลังจะมีขึ้นที่เอสแคปสองรายการ ได้แก่ การประชุม Asia-Pacific Forum on Sustainable Development ครั้งที่ ๑๐ ระหว่างวันที่ 27 – 30 มีนาคม 2566 และการประชุมประจำปีของเอสแคป สมัยที่ 79 (79^th ESCAP Commission Session) ระหว่างวันที่ 15 – 19 พฤษภาคม 2566

                         หลังจากนั้น ปลัดกระทรวงการต่างประเทศได้เยี่ยมชม UNCC กรุงเทพฯ ซึ่งรวมถึงการติดตามความคืบหน้าการดำเนินโครงการก่อสร้างเพื่อให้อาคารของเอสแคป ที่กรุงเทพฯ มีความทันสมัยและสามารถรับมือกับความสะเทือนจากแผ่นดินไหว (Seismic mitigation retrofit and life-cycle replacements project at the ESCAP premises in Bangkok: SMP) โดยได้กล่าวชื่นชมการดำเนินงาน ซึ่งโครงการ SMP จะทำให้อาคารสำนักงานเอสแคปมีความปลอดภัยต่อชีวิตและทรัพย์สินของเจ้าหน้าที่และแขกผู้มาเยือน พร้อมยินดีที่โครงการจะแล้วเสร็จตามกรอบระยะเวลาที่กำหนดภายในปีนี้ โดยไทยในฐานะประเทศเจ้าบ้านได้พยายามสนับสนุนโครงการนี้มาโดยตลอด ทั้งจากการมีบทบาทสำคัญในการผลักดันการเจรจางบประมาณในที่ประชุมสมัชชาสหประชาชาติ การอำนวยความสะดวกในการประสานงานระหว่างหน่วยงานท้องถิ่นและเอสแคป และการส่งเสริมการใช้วัสดุ องค์ความรู้และความเชี่ยวชาญท้องถิ่นโครงการ SMP เป็นหนึ่งในโครงการก่อสร้างและซ่อมแซมอาคารที่สำคัญโครงการหนึ่งของสหประชาชาติ ได้รับอนุมัติให้ดำเนินการจากที่ประชุมสมัชชาสหประชาชาติ สมัยสามัญ ครั้งที่ 71 (UNGA71) เมื่อปี ๒๕๕๙ (ค.ศ. ๒๐๑๖) ซึ่งได้ให้การเห็นชอบกรอบระยะเวลาการดำเนินโครงการ 6 ปี ภายในวงเงิน 40.02 ล้านดอลลาร์สหรัฐ หรือประมาณ 1.3 พันล้านบาท

Permanent Secretary of Foreign Affairs paid a visit to the UN Conference Centre (UNCC),

Bangkok and had bilateral talk with the Under-Secretary-General of the UN

and Executive Secretary of UNESCAP on 23 March 2023

                         On 23 March 2023, H.E. Mr. Sarun Charoensuwan, Permanent Secretary for Foreign Affairs of Thailand, together with Mrs. Phantipha Iamsudha Ekarohit, Deputy Permanent Secretary for Foreign Affairs and Mrs. Eksiri Pintaruchi, Director-General of Department of International Organisations, paid a visit to the United Nations Conference Centre (UNCC) upon the invitation of Ms. Armida Salsiah Alisjahbana, Under-Secretary-General of the United Nations and Executive Secretary of the Economic and Social Commission for Asia and the Pacific (UNESCAP).

                        On this occasion, the Permanent Secretary attended the working luncheon hosted by Ms. Armida. The two sides discussed how to promote more Thai vendors and suppliers to engage in business with the UN through a dedicated UN procurement platform, how to promote more Thai nationals to work at the UN affiliated agencies as well as the preparation towards the upcoming two meetings to be held  by UNESCAP, namely, the Asia-Pacific Forum on Sustainable Development 2023 (27-30 March 2023) and the 79^th UNESCAP Commission Session of (15 – 19 May 2023).

                         After the luncheon, the Permanent Secretary took a guided tour at the UNCC, including a visit to follow up the implementation of “the Seismic mitigation retrofit and life-cycle replacements project at the ESCAP premises in Bangkok (SMP)” which is an on-going renovation project at UNCC. In this regard, the Permanent Secretary commended the progress made which would further enhance occupational health and safety of staff and visitors in the premises. He also expressed Thailand’s support to the implementation of the project, advocating for appropriate allocation of resources by the United Nations General Assembly, facilitating the coordination between UNESCAP and local authorities as well as promoting the use of local materials and expertise which would improve cost efficiency.

                          The SMP project is one of UN’s major construction and renovation projects. In 2016, the 71^st Session of the UN General Assembly approved its implementation with 6 years of timeframe and 40.02 million USD of funding.
