เมื่อวันที่ ๑ กันยายน ๒๕๖๘ นางเอกสิริ ปิณฑะรุจิ ปลัดกระทรวงการต่างประเทศ เป็นประธานการประชุมคณะกรรมการระดับชาติว่าด้วยกฎหมายมนุษยธรรมระหว่างประเทศ ครั้งที่ ๑/๒๕๖๘ ตามที่คณะรัฐมนตรีมีมติเห็นชอบเมื่อวันที่ ๒๙ ตุลาคม ๒๕๖๗ เพื่อเป็นกลไกประสานงานหลักของประเทศ ในการกำหนดนโยบายและท่าทีของไทยด้านกฎหมายมนุษยธรรมระหว่างประเทศ และให้คำแนะนำแก่รัฐบาลเกี่ยวกับการปฏิบัติตามพันธกรณี รวมถึงเสริมสร้างความเข้าใจร่วมกันของหน่วยงานไทยที่เกี่ยวข้องเกี่ยวกับกฎหมายมนุษยธรรมระหว่างประเทศ

ที่ประชุมฯ ได้รับทราบผลการประชุมคณะกรรมการกาชาดและเสี้ยววงเดือนแดงระหว่างประเทศ (International Committee of the Red Cross and Red Crescent: ICRCRC) ครั้งที่ ๓๔ เมื่อเดือนตุลาคม ๒๕๖๗ การเยือนประเทศไทยของประธาน ICRC และการแสดงปาฐกถา “สมเด็จเจ้าฟ้ามหาจักรีสิรินธร” ครั้งที่ ๑๑ เกี่ยวกับกฎหมายมนุษยธรรมระหว่างประเทศ เมื่อวันที่ ๑๘ สิงหาคม ๒๕๖๘ รวมถึงบทบาทของ ICRC ในสถานการณ์ชายแดนไทย-กัมพูชา

ในโอกาสนี้ ที่ประชุมฯ ได้รับทราบความคืบหน้าการดำเนินการตามคำมั่นของไทย ๘ ข้อตามที่ได้ประกาศในการประชุม ICRCRC ครั้งที่ ๓๔ ที่นครเจนีวา และแลกเปลี่ยนข้อคิดเห็นเกี่ยวกับแนวทางการส่งเสริมการปฏิบัติตามกฎหมายมนุษยธรรมระหว่างประเทศ นอกจากนี้ ที่ประชุมฯ ได้เห็นชอบให้จัดตั้งคณะอนุกรรมการภายใต้คณะกรรมการระดับชาติฯ เพื่อทบทวนและปรับปรุงกฎหมายภายในประเทศ พิจารณาการเข้าเป็นภาคีตราสารระหว่างประเทศด้านมนุษยธรรม และติดตามการดำเนินการตามคำมั่นของไทย เพื่อให้การดำเนินงานบรรลุวัตถุประสงค์ ก่อให้เกิดผลลัพธ์ที่เป็นรูปธรรม รวมถึงมีพัฒนาการการดำเนินการในระดับชาติต่อไป

On 1 September 2025, Mrs. Eksiri Pintaruchi, Permanent Secretary for Foreign Affairs, chaired the first meeting of the Thai National Committee for International Humanitarian Law. The National Committee on IHL was approved by the Cabinet in October 2024.The Committee serves as the main national focal point on International Humanitarian Law (IHL), provide advice to the Government on national obligations towards the IHL and promote awareness and understanding amongst relevant government agencies.

The Meeting took note on the outcome of the 34^th International Committee of the Red Cross and Red Crescent in October 2024 in Geneva, the official visit to Thailand of the President of the International Committee of the Red Cross (ICRC) to deliver a lecture at the 11^th Princess Maha Chakri Sirindhorn Lecture on International Humanitarian Law on 18 August 2025,  and the role of the ICRC in the Thailand - Cambodia border situation.

On this occasion, the Committee members reported the progress in the  implementation of the eight pledges that Thailand announced at the 34^th ICRCRC and exchanged views on ways to further promote the IHL at the national level. The Meeting also endorsed the establishment of a subcommittee under the National Committee, to review and revise domestic laws in relations to the IHL, consider possibilities of becoming party to additional relevant IHL instruments, and follow-up on Thailand’s pledges with a view to achieve progress and tangible outcomes at national level.
