เมื่อวันที่ 8 ธันวาคม 2566 นายปานปรีย์ พหิทธานุกร รองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงการต่างประเทศ ได้กล่าวเปิดงานและต้อนรับผู้เข้าร่วมในงานวันหลักประกันสุขภาพถ้วนหน้าสากล ประจำปี 2566 (ซึ่งตรงกับวันที่ 12 ธันวาคมของทุกปี) ในหัวข้อ "สุขภาพดีถ้วนหน้า : ถึงเวลาที่ต้องลงมือทำ" ซึ่งจัดขึ้นที่กระทรวงการต่างประเทศ ร่วมกับกระทรวงสาธารณสุข และสำนักงานหลักประกันสุขภาพแห่งชาติ โดยมีผู้เข้าร่วมงานกว่า 100 คนประกอบด้วยคณะทูตานุทูต ผู้แทนองค์กรระหว่างประเทศ หน่วยงานภาครัฐที่เกี่ยวข้องและภาคประชาสังคม

รองนายกรัฐมนตรีฯ ได้ย้ำถึงความมุ่งมั่นของไทยที่จะดำเนินการตามปฏิญญาสากลทางการเมืองของสมัชชาสหประชาชาติว่าด้วยหลักประกันสุขภาพถ้วนหน้า พ.ศ. 2566 เพื่อพัฒนาสุขภาพและความเป็นอยู่ที่ดีของประชาชน รวมถึงผ่านการดำเนินนโยบาย "30 บาทพลัส" โดยเน้นใช้เทคโนโลยีและนวัตกรรมเพื่อยกระดับหลักประกันสุขภาพถ้วนหน้าทั้งในระดับประเทศและระดับท้องถิ่น ปรับปรุงกลไกส่งเสริมสุขภาพและป้องกันโรค ตลอดจนการดูแลแบบประคับประคอง และบรรลุเป้าหมายในการลดอัตราความยากจนจากค่าใช้จ่ายด้านสุขภาพให้ต่ำกว่าร้อยละ 0.25 ของประชากรไทยภายในปี 2570 

ในฐานะที่ไทยจะดำรงตำแหน่งประธานกลุ่ม Foreign Policy and Global Health (FPGH) ในปีหน้าและลงสมัครรับเลือกตั้งเป็นสมาชิกคณะมนตรีสิทธิมนุษยชนแห่งสหประชาชาติ วาระปี ค.ศ. 2025-2027 ไทยจะส่งเสริมและคุ้มครองสิทธิมนุษยชนอย่างต่อเนื่อง ซึ่งรวมถึงสิทธิของทุกคนที่จะมีสุขภาพกายและสุขภาพจิตตามมาตรฐานที่สูงสุดเท่าที่เป็นได้

กิจกรรมในปีนี้ยังครอบคลุมการนำคณะทูตานุทูตลงพื้นที่ไปศึกษาดูงาน ณ วัดเวฬุวนาราม กรุงเทพฯ โดยเน้นนำเสนอแนวทางการให้บริการด้านสาธารณสุขเชิงรุกของไทยภายใต้หลักประกันสุขภาพถ้วนหน้าในระดับชุมชน บนพื้นฐานของความร่วมมือระหว่างภาคส่วนต่างๆ โดยแนวทางดังกล่าวมีจุดมุ่งหมายเพื่อลดความไม่เท่าเทียมด้านสุขภาพและลดค่าใช้จ่ายในการดูแลสุขภาพ เพิ่มการเข้าถึงบริการด้านสุขภาพที่จำเป็นและมีคุณภาพ รวมถึงให้บริการที่เกี่ยวข้องกับการส่งเสริมสุขภาพและการป้องกันโรคในชุมชน

On 8 December 2023, H.E. Mr.Parnpree Bahiddha-Nukara, Deputy Prime Minister and Minister of Foreign Affairs, gave welcoming remarks at the International Universal Health Coverage (UHC) Day 2023 (which falls on 12 December every year), entitled "Health for All: Time for Action" held at the Ministry of Foreign Affairs of Thailand.

The event was co-hosted by the Ministry of Foreign Afairs, the Ministry of Public Health, and the National Health Security Office (NHSO) and attended by over 150 participants from the diplomatic community, international organizations, relevant government agencies and civil societies. 

Deputy Prime Minister and Foreign Minister reiterated Thailand's unwavering commitment to implement the 2023 UNGA political declaration on UHC to further improve the health and well-being of the people, including the implementation of the "30 baht plus" policy. This will be undertaken with a particular focus on using technology and innovations to upgrade UHC at the national and local levels, improving mechanisms for health promotion and disease prevention as well as palliative care, and reaching the target of a health impoverishment rate below 0.25% of the Thai population by 2027.

As the next chair of the Foreign Policy and Global Health (FPGH) Intiative, and a candidate for the Human Rights Council for the term 2025-2027, Thailand will continue to advocate for the promotion and protection of human rights, which include the right to enjoyment of the highest attainable standard of physical and mental health.

The event this year also featured a diplomatic study trip to Weluwanaram Temple, Don Mueang District, Bangkok. The trip focused on demonstrating Thailand's proactive approach to UHC at the community level, based on cross-sectoral collaboration. Such an approach aims to reduce health inequity and health care expenses, increase access to essential and quality health services including those related to health promotion and disease prevention in communities.
