เมื่อวันที่ 15 สิงหาคม 2568 นายมาริษ เสงี่ยมพงษ์ รัฐมนตรีว่าการกระทรวงการต่างประเทศ ซึ่งอยู่ระหว่างการเข้าร่วมการประชุมระดับรัฐมนตรีกรอบความร่วมมือแม่โขง-ล้านช้าง ณ มณฑลยูนนาน สาธารณรัฐประชาชนจีน ได้กล่าวเปิดการบรรยายสรุปสถานการณ์ทุ่นระเบิดสังหารบุคคล บริเวณชายแดนไทย-กัมพูชา ผ่านระบบวีดิทัศน์ แก่คณะทูตและผู้แทนองค์การระหว่างประเทศที่มีบทบาทสำคัญในการสนับสนุนการเก็บกู้ทุ่นระเบิด รวมทั้งคณะกรรมการประสานงานภายใต้อนุสัญญาห้ามทุ่นระเบิดสังหารบุคคล (อนุสัญญาออตตาวา) ประเทศผู้บริจาคเงินและให้ความช่วยเหลือในการเก็บกู้ทุ่นระเบิดแก่กัมพูชา รวมถึงประเทศสมาชิกอาเซียน โดยมีนายรัศม์ ชาลีจันทร์ ผู้ช่วยรัฐมนตรีประจำกระทรวงการต่างประเทศ เป็นประธานนำการบรรยายสรุป และพลโทณัฐพงษ์ เพราแก้ว เจ้ากรมกิจการชายแดนทหาร นายปิยภักดิ์ ศรีเจริญ อธิบดีกรมเอเชียตะวันออก นางสาวพินทุ์สุดา ชัยนาม อธิบดีกรมองค์การระหว่างประเทศ และผู้แทนกองบัญชาการกองทัพไทย ร่วมบรรยายโดยมีผู้แทนเข้าร่วม 67 คน จาก 41 ประเทศ 1 องค์กร (สหภาพยุโรป) และ 4 องค์การระหว่างประเทศ โดยในจำนวนนี้เป็นเอกอัครราชทูต 16 คน

กระทรวงการต่างประเทศและกองบัญชาการกองทัพไทยได้นำเสนอข้อมูล ข้อเท็จจริง พร้อมหลักฐานเชิงประจักษ์เกี่ยวกับการที่กัมพูชายังคงใช้และวางทุ่นระเบิดในเขตแดนไทย และได้ก่อให้เกิดการบาดเจ็บสาหัสแก่เจ้าหน้าที่ฝ่ายไทย อันเป็นการละเมิดอธิปไตยและบูรณภาพของดินแดนไทย กฎบัตรสหประชาชาติ และพันธกรณีภายใต้อนุสัญญาออตตาวา รัฐบาลไทยจึงประณามการกระทำดังกล่าวอย่างร้ายแรง และเรียกร้องให้กัมพูชายุติการละเมิดทันที โดยไทยยืนยันความมุ่งมั่นที่จะปฏิบัติตามพันธกรณีของตนในอนุสัญญาออตตาวาอย่างเคร่งครัด และได้เรียกร้องให้ประเทศที่เป็นรัฐภาคีอนุสัญญาออตตาวา ประเทศผู้บริจาค และองค์กรระหว่างประเทศด้านทุ่นระเบิด กดดันกัมพูชาให้ปฏิบัติตามพันธกรณีระหว่างประเทศ และร่วมมือกับไทยในการเก็บกู้ทุ่นระเบิดอย่างจริงจังเพื่อความปลอดภัยของประชาชนทั้งสองประเทศ 

On 15 August 2015, H.E. Mr. Maris Sangiampongsa, Minister of Foreign Affairs, while attending the Mekong–Lancang Cooperation (MLC) Foreign Ministers’ Meeting in Yunnan Province, the People’s Republic of China, delivered an opening remark via video message at a briefing on the landmine situation at Thailand–Cambodia border to members of the diplomatic corps and representatives of international organizations in Thailand. The participants included those with key roles in supporting global mine action, members of the Coordinating Committee under the Anti-Personnel Mine Ban Convention (Ottawa Convention), donor countries, and ASEAN Member States. The briefing was chaired by H.E. Mr. Russ Jalichandra, Vice Minister for Foreign Affairs, and featured presentations by Lt. Gen. Nuttapong Praokaew, Director-General of the Department of the Border Affairs, Mr. Piyapak Sricharoen, Director-General of the Department of East Asian Affairs, and Ms. Pinsuda Jayanama, Director-General of the Department of International Organisations, as well as representatives from the Royal Thai Armed Forces. The event was attended by 67 participants from 41 countries, one international organization (the European Union), and four international agencies, including 16 Ambassadors.

The Ministry of Foreign Affairs and the Royal Thai Armed Forces presented factual information and concrete evidence on Cambodia’s continued use of landmines in Thai territory, which has caused serious injuries to Thai personnel. This constitutes a violation of Thailand's sovereignty and territorial integrity, the United Nations Charter, and obligations under the Ottawa Convention.

The Thai Government strongly condemned this unlawful act and demanded Cambodia’s immediate cessation of such violations. Thailand reaffirmed its unwavering commitment to fully implementing its obligations under the Ottawa Convention, and called on States Parties to the Convention, donor countries, and international mine action organisations to pressure Cambodia to comply with its international obligations and to earnestly cooperate with Thailand in humanitarian demining efforts along the border to ensure the safety and security of the peoples of both countries.
