เมื่อวันที่ 4 สิงหาคม 2568 กระทรวงการต่างประเทศ ได้จัดการบรรยายสรุปแก่คณะทูตต่างประเทศ และผู้แทนองค์การระหว่างประเทศในประเทศไทย จำนวนกว่า 120 คน จาก 74 ประเทศ 1 องค์กร (สหภาพยุโรป) และ 16 องค์การ โดยมีนายมาริษ เสงี่ยมพงษ์ รัฐมนตรีว่าการกระทรวงการต่างประเทศ นำการบรรยายสรุป พร้อมด้วย นายปิยภักดิ์ ศรีเจริญ อธิบดีกรมเอเชียตะวันออก และนางสาวพินทุ์สุดา ชัยนาม อธิบดีกรมองค์การระหว่างประเทศ การบรรยายสรุปดังกล่าวจัดขึ้นเพื่อให้ข้อมูลและข้อเท็จจริง หลังจากที่กัมพูชาเป็นฝ่ายเริ่มโจมตีวันแรกเมื่อวันที่ 24 กรกฎาคม 2568 ต่อด้วยการบรรลุข้อตกลงหยุดยิงในการประชุมสมัยพิเศษ ที่เมืองปุตราจายา ประเทศมาเลเซีย เมื่อวันที่ 28 กรกฎาคม 2568 ซึ่งฝ่ายกัมพูชายังคงละเมิดข้อตกลงหยุดยิงและกฎหมายระหว่างประเทศหลายฉบับ

รัฐมนตรีว่าการกระทรวงการต่างประเทศ กล่าวนำถึงวัตถุประสงค์ของการบรรยายสรุป พร้อมทั้งชี้แจงท่าทีไทยเกี่ยวกับการประชุมสมัยพิเศษที่เมืองปุตราจายาเมื่อวันที่ 28 กรกฎาคม 2568 ซึ่งนำมาสู่ข้อตกลง หยุดยิงและการปฏิบัติตามข้อตกลงดังกล่าว โดยรัฐมนตรีฯ ได้ย้ำว่า ความตึงเครียดกับกัมพูชาในปัจจุบันไม่ใช่สิ่งที่ไทยต้องการ แต่เป็นที่น่าเสียดายที่กัมพูชาเป็นฝ่ายเริ่มต้นขึ้น ขณะที่อธิบดีกรมเอเชียตะวันออก ชี้แจงภาพรวมลำดับเหตุการณ์สถานการณ์ชายแดนไทย-กัมพูชา ตั้งแต่ก่อนเหตุการณ์การปะทะกันครั้งแรก เมื่อวันที่ 28 พฤษภาคมที่ผ่านมา จนถึงปัจจุบัน และต่อเนื่องไปถึงอนาคต ที่จะมีการจัดการประชุมคณะกรรมการชายแดนทั่วไป และคณะกรรมาธิการเขตแดนร่วมร่วมกัน รวมทั้งได้ชี้แจงจุดยืน ท่าที และการดำเนินการของฝ่ายไทย ที่ยึดตามหลักสากลในการลดความตึงเครียดและคลี่คลายสถานการณ์ฯ โดยสันติ หลังจากนั้น อธิบดีกรมองค์การระหว่างประเทศ ได้ให้ข้อมูลเกี่ยวกับการละเมิดอนุสัญญาระหว่างประเทศต่าง ๆ และกฎหมายสิทธิมนุษยชนและมนุษยธรรมระหว่างประเทศของกัมพูชา รวมถึงการบิดเบือนข้อมูลของกัมพูชาในเวทีระหว่างประเทศ ตลอดจนการดำเนินการของไทย เพื่อชี้แจง นำเสนอข้อเท็จจริง และประท้วงต่อกรณีข้างต้นในเวทีพหุภาคีต่าง ๆ ที่เกี่ยวข้อง

ในช่วงท้าย รัฐมนตรีว่าการกระทรวงการต่างประเทศ กล่าวย้ำถึงจุดยืนของไทยที่จะปฏิบัติตามข้อตกลงหยุดยิงและความเข้าใจร่วมกันที่ทั้งสองฝ่ายได้บรรลุในการประชุมสมัยพิเศษที่ปุตราจายาอย่างเคร่งครัด อีกทั้งยังได้ยืนยันความมุ่งมั่นของไทยในการหาทางออกต่อปัญหานี้อย่างสันติและยั่งยืน ด้วยกลไกการเจรจาทวิภาคี ตามที่ทั้งสองฝ่ายได้ตกลงร่วมกัน รวมทั้งเรียกร้องให้ฝ่ายกัมพูชาแสดงความมุ่งมั่นต่อการเจรจาอย่างสันติด้วยความจริงใจและสุจริตใจ และหลีกเลี่ยงการกระทำที่ยั่วยุ รวมถึงการเผยแพร่ข้อมูลที่บิดเบือน

On 4 August 2025, the Ministry of Foreign Affairs organized a briefing for over 120 members of the diplomatic corps and representatives of international organizations in Thailand, representing 74 countries, 1 organization (European Union), and 16 international organizations. The briefing was chaired by Mr. Maris Sangiamphong, Minister of Foreign Affairs, together with Mr. Piyapak Sricharoen, Director-General of the Department of East Asian Affairs, and Ms. Pinsuda Jayanama, Director-General of the Department of International Organizations. The purpose of the briefing was to provide an information and factual clarification following Cambodia’s initiation of hostilities on 24 July 2025, which was later followed by the ceasefire agreement reached at the Special Meeting held in Putrajaya, Malaysia, on 28 July 2025. Despite this agreement, Cambodia has continued to breach the ceasefire and various international laws.

The Minister of Foreign Affairs opened the session by outlining the purpose of the briefing and clarified Thailand’s position regarding the Special Meeting in Putrajaya, which led to the ceasefire agreement and subsequent actions. He emphasized that the current tensions with Cambodia are not in Thailand’s interest and expressed regret that Cambodia initiatied the situation. The Director-General of the Department of East Asian Affairs provided an overview of the sequence of events regarding the Thai – Cambodian border situation, starting from before the first clash on 28 May 2025 up to the present, and looking ahead to future developments, including the convening of the General Border Committee and the Joint Boundary Commission. He also outlined Thailand’s positions, stance and actions in accordance with international principles, in efforts to de-escalate tensions and resolving the situation peacefully. The Director-General of the Department of International Organizations detailed Cambodia’s violations of various international conventions, human rights and international humanitarian law. She also addressed Cambodia’s dissemination of distorted information in international forums and described Thailand’s efforts to present the facts and lodge formal protests through relevant multilateral platforms.

In closing, the Minister of Foreign Affairs reaffirmed Thailand’s commitment to strictly upholding the ceasefire agreement and mutual understanding reached at the Special Meeting in Putrajaya. He also reiterated Thailand’s dedication to seeking a peaceful and sustainable resolution through bilateral mechanisms as agreed by both sides and called on Cambodia to demonstrate genuine and sincere commitment to peaceful negotiations and to refrain from provocative actions and the spreading of disinformation.
