เมื่อวันที่ 18 กรกฎาคม 2568 กรมองค์การระหว่างประเทศ กระทรวงการต่างประเทศ ร่วมกับกรมคุ้มครองสิทธิและเสรีภาพ กระทรวงยุติธรรม จัดการสัมมนาเชิงปฏิบัติการเพื่อเผยแพร่รายงานประเทศตามกลไกการประเมินสถานการณ์ สิทธิมนุษยชนรายประเทศ (Universal Periodic Review: UPR) รอบที่ 3 ฉบับกลางรอบ (Mid-term Report) พื้นที่จังหวัดภูเก็ต เพื่อให้ความรู้เกี่ยวกับกระบวนการของกลไก UPR ข้อเสนอแนะที่ไทยตอบรับจากประเทศสมาชิกสหประชาชาติ ตลอดจนรวบรวมข้อมูลเพื่อเตรียมการจัดทำรายงานของประเทศไทยภายใต้กลไก UPR รอบที่ 4 ซึ่งมีกำหนดส่งในเดือนกรกฎาคม 2569 โดยมีผู้แทนจากส่วนราชการและภาคประชาสังคมในจังหวัดภูเก็ตเข้าร่วมการสัมมนาฯ จำนวนกว่า 100 คน

ในโอกาสดังกล่าว นางสาวจิตวิภา เบญจศีล ผู้อำนวยการกองการสังคม กรมองค์การระหว่างประเทศได้ร่วมเป็นวิทยากรบรรยายเกี่ยวกับสถานะและพัฒนาการของการดำเนินการตามข้อเสนอแนะที่ไทยได้รับและคำมั่นโดยสมัครใจของไทย และสาระของรายงานประเทศตามกลไก UPR รอบที่ 3 ฉบับกลางรอบ นอกจากนี้ มีผู้แทนกรมคุ้มครองสิทธิและเสรีภาพ มหาวิทยาลัยธรรมศาสตร์ และสำนักงานคณะกรรมการ
สิทธิมนุษยชนแห่งชาติร่วมเป็นวิทยากรด้วย

ผู้เข้าร่วมการสัมมนาฯ ได้แลกเปลี่ยนความเห็นเกี่ยวกับความคืบหน้า ความท้าทาย ซึ่งรวมถึงความท้าทายใหม่ อาทิ ภัยพิบัติ การบริหารจัดการน้ำและขยะ บริการสาธารณสุขสำหรับคนกลุ่มต่าง ๆ รวมถึงแรงงานต่างด้าวและชาวต่างชาติ และการดำเนินการตามข้อเสนอแนะที่ไทยได้ตอบรับ รวมถึงคำมั่นโดยสมัครใจในกระบวนการ UPR ตลอดจนได้แลกเปลี่ยนเกี่ยวกับประเด็นท้าทายด้านสิทธิมนุษยชนและข้อเสนอแนะในการส่งเสริมสิทธิมนุษยชนในพื้นที่ด้วย

On 18 July 2025, the Department of International Organizations, Ministry of Foreign Affairs of Thailand, and the Department of Rights and Liberties Protection, Ministry of Justice, co-hosted a workshop to disseminate Thailand’s Third Universal Periodic Review (UPR) Mid-term Report (3^rd Cycle) in Phuket, attended by over 100 representatives from local government agencies and civil society organisations.

The Workshop aimed at raising awareness among government officials and general public about the UPR mechanism and process, the recommendations from the UN Member States that Thailand accepted during the presentation of the third UPR report, and progress on their implementation. The Workshop participants exchanged views on the progress and challenges in implementing Thailand’s accepted UPR recommendations, voluntary pledges, and suggestion on ways to further advance human rights in Phuket. The discussions will also be used as input for Thailand’s 4^th Cycle UPR Report, scheduled for submission in July 2026.

On this occasion, Ms. Jitvipa Benjasil, Director of the Social Division, Department of International Organizations joined as a panelist and presented an overview of Thailand’s implementation of UPR recommendations and voluntary pledges, as well as key elements of the 3^rd Cycle UPR Mid-term Report. Other panellists include lecturer from Thammasat University and representatives from the Department of Rights and Liberties Protection, and the Office of the National Human Rights Commission of Thailand.

Participants exchanged views on human rights issues, challenges and emerging challenges, including natural disasters, water and waste management, health services for all groups including migrant workers and foreigners, and recommendations relevant to the Southern region of Thailand, particularly Phuket, which will serve as inputs for the drafting of the 4^th Cycle UPR report.
