เมื่อวันที่ 27 กันยายน 2567 นางสาวพินทุ์สุดา ชัยนาม อธิบดีกรมองค์การระหว่างประเทศ ได้เข้าร่วมการประชุมระดับรัฐมนตรีครั้งแรกของกรอบ Foreign Ministry Channel for Global Health Security (FMC GHS) ซึ่งสหรัฐฯ เป็นเจ้าภาพ และมีนาย Anthony Blinken รัฐมนตรีว่าการกระทรวงการต่างประเทศสหรัฐฯ เป็นประธาน โดยมีผู้แทนระดับสูงจากประเทศและองค์กรต่าง ๆ เข้าร่วม

ผู้แทนประเทศสมาชิกกลุ่มและองค์การระหว่างประเทศได้หารือและแลกเปลี่ยนในประเด็นความมั่นคงทางสุขภาพที่สำคัญ เช่น สถานการณ์การแพร่ระบาดของโรคฝีดาษลิง (Monkey pox) การเจรจาตราสารระหว่างประเทศว่าด้วยการป้องกัน การเตรียมพร้อม และการรับมือกับการระบาดใหญ่ (Pandemic Treaty) การสนับสนุนกองทุนโรคระบาด (Pandemic Fund) โครงการการฉีดวัคซีนโปลิโอให้แก่เด็กในฉนวนกาซาภายใต้มาตรการหยุดยิง ภัยสาธารณสุขจากการเปลี่ยนแปลงของสภาพภูมิอากาศและปัญหาการดื้อยาต้านจุลชีพ

ในโอกาสนี้ อธิบดีกรมองค์การระหว่างประเทศได้กล่าวถ้อยแถลงแสดงความเห็นเกี่ยวกับความสำคัญของการประสานงานของกระทรวงการต่างประเทศภายในประเทศและระหว่างประเทศเพื่อขับเคลื่อนงานด้านความมั่นคงทางสุขภาพ การแจ้งเตือนภัยล่วงหน้าสาธารณสุขระหว่างประเทศ และการสร้างเสริมความรู้ความเชี่ยวชาญด้านความมั่นคงทางสุขภาพให้นักการทูต รวมถึงการสร้างความเข้มแข็งให้แก่โครงสร้างและกลไกธรรมภิบาลด้านสาธารณสุขระหว่างประเทศ ทั้งยังได้แจ้งเกี่ยวกับการดำเนินการของไทยในการให้ความช่วยเหลือหลายประเทศในภูมิภาคแอฟริกาผ่านโครงการของกรมความร่วมมือระหว่างประเทศ โดยเฉพาะความร่วมมือทางวิชาการและการเสริมสร้างขีดความสามารถในเรื่องหลักประกันสุขภาพถ้วนหน้า

ในการประชุมครั้งนี้ มี 20 ประเทศที่เข้าร่วม ได้แก่ แคนาดา ฟินแลนด์ โมร็อกโก นอร์เวย์ สาธารณรัฐเกาหลี ออสเตรเลีย บังกลาเทศ เยอรมนี สเปน สหราชอาณาจักร ฝรั่งเศส ญี่ปุ่น ไทย สหรัฐอาหรับเอมิเรตส์ ซาอุดีอาระเบีย สวีเดน และอินเดีย รวมถึงสหภาพยุโรป ศูนย์ควบคุมและป้องกันโรคประจำแอฟริกา (Africa Centers for Disease Control and Prevention) และองค์การอนามัยโลก (World Health Organization: WHO) ซึ่งนาย Tedros Adhanom Ghebreyesus ผู้อำนวยการใหญ่องค์การอนามัยโลก เข้าร่วมด้วยตนเอง

กรอบ FMC GHS เป็นข้อริเริ่มของสหรัฐฯ ซึ่งเปิดตัวเมื่อเดือนมีนาคม 2567 โดยให้ความสำคัญกับการทูตสาธารณสุขเพื่อช่วยขับเคลื่อนวาระงานสาธารณสุขโลกที่สำคัญและยกระดับความร่วมมือระหว่างประเทศในการเพิ่มขีดความสามารถในการป้องกัน ตรวจจับ และรับมือกับภัยคุกคามด้านสาธารณสุขทั่วโลก

On 27 September 2024, Ms. Pinsuda Jayanama, Director-General of the Department of International Organizations, attended the first Foreign Ministry Channel for Global Health Security (FMC GHS) Ministerial Meeting, hosted by the U.S. and chaired by the Honorable Anthony Blinken, U.S. Secretary of State.

The FMC GHS member countries and international organizations exchanged views on important global health security issues, including the Mpox situation, the ongoing negotiations of the Pandemic Treaty, the support needed for the Pandemic Fund, the polio vaccination campaign for children in Gaza under humanitarian ceasefire, climate change and its effects on health security, and antimicrobial resistance (AMR).

On this occasion, the Director-General shared Thailand’s views on the importance of coordination between foreign ministries to advance global health security, the need to strengthen early warning capabilities and the enhancement of technical knowledge on global health security the diplomatic workforce, as well as the commitment to strengthening the global health security architecture and governance.

The Director-General also informed of Thailand’s support to many African countries on capacity building programs through Thailand International Cooperation Agency’s (TICA), particularly on the topic of Universal Health Coverage (UHC).

The meeting was attended by high-level representatives from 20 countries and international organizations: Canada, Finland, Morocco, Norway, Republic of Korea, Australia, Bangladesh, Germany, Spain, United Kingdom, France, Japan, Thailand, United Arab Emirates, Saudi Arabia, Sweden and India as well as the European Union, Africa Centers for Disease Control and Prevention and the World Health Organization (WHO). The WHO Director-General, Dr. Tedros Adhanom Ghebreyesus, also attended the meeting.

The FMC GHS is an initiative launched by the U.S. in March 2024 to promote health diplomacy in moving forward important global health agenda and enhance cooperation to upgrade the prevention, detection, and response to global health security threats.
