ในโอกาสนี้ นางสาวฐานิดา เมนะเศวต ผู้อำนวยการกองการสังคม กรมองค์การระหว่างประเทศ ได้ให้ข้อมูลเกี่ยวกับร่างรายงานประเทศของไทยตามกลไก UPR รอบที่ ๔ โดยมีผู้แทนกรมคุ้มครองสิทธิและเสรีภาพ มหาวิทยาลัยธรรมศาสตร์ และสำนักงานคณะกรรมการสิทธิมนุษยชนแห่งชาติ ร่วมเป็นวิทยากรด้วย

ผู้เข้าร่วมการประชุมฯ ได้แลกเปลี่ยนความเห็นเกี่ยวกับความคืบหน้าและความท้าทายด้านสิทธิมนุษยชนในพื้นที่ ทั้งในด้านการยกระดับบริการสุขภาพผู้ต้องขังและการดูแลสิทธิของเยาวชนกลุ่ม LGBTQ+ ในสถานพินิจ การแก้ไขปัญหาสถานะบุคคลให้เด็กกลุ่ม G และการขยายเวลาจัดการปัญหาผู้ไร้รัฐไร้สัญชาติ การคุ้มครองแรงงานข้ามชาติและการเข้าถึงสิทธิทางการศึกษาของเด็กนอกระบบ การเพิ่มประสิทธิภาพการบังคับใช้พระราชบัญญัติป้องกันและปราบปรามการทรมานและการกระทำให้บุคคลสูญหาย พ.ศ. ๒๕๖๕ รวมถึงการใช้มาตรการทางกฎหมายเพื่อป้องกันการฟ้องปิดปาก (Anti-SLAPP) ซึ่งกระทรวงการต่างประเทศและกระทรวงยุติธรรมจะรวบรวมข้อมูลดังกล่าวสำหรับการจัดทำรายงานประเทศภายใต้กลไก UPR รอบที่ ๔ ต่อไป

On this occasion, Ms. Thanida Menasavet, Director of Social Division, Department of International Organizations, gave a presentation on the outline of the national report for the fourth UPR cycle. Representatives from the Department of Rights and Liberties Protection, Thammasat University, and the National Human Rights Commission of Thailand also participated as speakers.

The participants exchanged views on the progress and challenges relating to the human rights situation in Thailand. Topics discussed ranged from improving healthcare services for detainees and protecting the rights of LGBTQ+ youth in juvenile observation and protection centres, to resolving the legal status of Group G children and extending measures to address statelessness, strengthening the protection of migrant workers and access to education for out-of-school children, enhancing the implementation of the Prevention and Suppression of Torture and Enforced Disappearance Act B.E. 2565 (2022), and promoting legal measures to prevent Strategic Lawsuits Against Public Participation (Anti-SLAPP). The Ministry of Foreign Affairs and the Ministry of Justice will utilize this information for Thailand’s 4th UPR report.
