กรมองค์การระหว่างประเทศร่วมกับกรมคุ้มครองสิทธิและเสรีภาพจัดการประชุมเชิงปฏิบัติการเพื่อรวบรวมข้อมูลประกอบการจัดทำรายงานสถานการณ์สิทธิมนุษยชนของประเทศไทยภายใต้กลไกการประเมินสถานการณ์สิทธิมนุษยชนรายประเทศ (UPR) รอบที่ ๔ (ภาคตะวันออก) ที่จังหวัดตราด

เมื่อวันที่ ๒๓ มิถุนายน ๒๕๖๙ กรมองค์การระหว่างประเทศ กระทรวงการต่างประเทศ ร่วมกับ กรมคุ้มครองสิทธิและเสรีภาพ กระทรวงยุติธรรม จัดการประชุมเชิงปฏิบัติการเพื่อให้ความรู้เกี่ยวกับกลไกการประเมินสถานการณ์สิทธิมนุษยชนรายประเทศ (Universal Periodic Review: UPR) ภายใต้คณะมนตรีสิทธิมนุษยชนแห่งสหประชาชาติ (Human Rights Council: HRC) และข้อเสนอแนะที่ประเทศไทยได้รับจากประเทศสมาชิกสหประชาชาติ รวมทั้งรวบรวมข้อมูลประกอบการจัดทำรายงานสถานการณ์สิทธิมนุษยชนของประเทศไทยภายใต้กลไก UPR รอบที่ ๔ ที่จังหวัดตราด โดยมีผู้แทนจากส่วนราชการในจังหวัดตราด องค์การบริหารส่วนท้องถิ่น และภาคประชาสังคมเข้าร่วมกว่า ๙๐ คน

ในโอกาสนี้ นางสาวปินดา วิริยะพงษ์ศรี นักการทูตปฏิบัติการ กองการสังคม กรมองค์การระหว่างประเทศ ได้ร่วมบรรยายเกี่ยวกับข้อเสนอแนะที่ไทยได้รับและคำมั่นโดยสมัครใจของไทย และเค้าโครงรายงานประเทศของไทยตามกลไก UPR รอบที่ ๔ โดยมีผู้แทนกรมคุ้มครองสิทธิและเสรีภาพ มหาวิทยาลัยธรรมศาสตร์ และสำนักงานคณะกรรมการสิทธิมนุษยชนแห่งชาติ ร่วมเป็นวิทยากรด้วย

ผู้เข้าร่วมการประชุมฯ ได้แลกเปลี่ยนความเห็นเกี่ยวกับความคืบหน้าและความท้าทายด้านสิทธิมนุษยชนในพื้นที่ ทั้งในด้านการส่งเสริมความเสมอภาคทางเพศและสิทธิของกลุ่มผู้มีความหลากหลายทางเพศ ความซ้ำซ้อนของอำนาจหน้าที่ระหว่างหน่วยงานด้านที่ดิน ป่าไม้ และเขตอุทยาน การเสริมสร้างความโปร่งใสและความรับผิดชอบในกระบวนการยุติธรรมผ่านการใช้เทคโนโลยี และการคุ้มครองผู้สูงอายุจากภัยคุกคามและความเสี่ยงในโลกดิจิทัล รวมถึงการขจัดอุปสรรคด้านภาษาและเชิงโครงสร้าง เพื่อให้เด็กไร้สัญชาติและแรงงานข้ามชาติเข้าถึงสิทธิขั้นพื้นฐานและบริการที่จำเป็นได้อย่างทั่วถึง ซึ่งกระทรวงการต่างประเทศและกระทรวงยุติธรรมจะรวบรวมข้อมูลดังกล่าวสำหรับการจัดทำรายงานประเทศภายใต้กลไก UPR รอบที่ ๔ ต่อไป

Department of International Organizations and Department of Rights and Liberties Protection co-hosted a regional workshop in Trat Province to support preparation of Thailand’s Fourth-Cycle UPR Report

On 23 June 2026, Department of International Organizations, Ministry of Foreign Affairs, together with the Department of Rights and Liberties Protection, Ministry of Justice, held a workshop in Trat Province to strengthen participants’ understanding of the Universal Periodic Review (UPR) mechanism under the Human Rights Council, as well as the recommendations Thailand has received from United Nations Member States. The workshop also served as an opportunity to collect input for Thailand’s national report under the fourth UPR cycle, with more than 90 participants, including representatives from government agencies in Trat Province, local administrative organizations, and civil society organizations.

On this occasion, Ms. Pinda Viriyapongsri, Attaché, Social Affairs Division, Department of International Organizations, gave a presentation on the recommendations Thailand received, Thailand’s voluntary pledges, and the outline of the national report for the fourth UPR cycle. Representatives from the Department of Rights and Liberties Protection, Thammasat University, and the National Human Rights Commission of Thailand also participated as speakers.

The participants exchanged views on the progress and challenges relating to the human rights situation in the region. Topics discussed ranged from advancing gender equality and LGBTQIA+ rights, overlapping mandates among agencies responsible for land administration, enhancing transparency and accountability in the justice system through technology, protecting older persons from digital threats and online harms to removing language and structural barriers to ensure that stateless children and migrant workers can fully access their fundamental rights and essential services. The Ministry of Foreign Affairs and the Ministry of Justice will utilize this information for Thailand’s 4th UPR report.
