เมื่อวันที่ ๓๑ พฤษภาคม ๒๕๖๖ กระทรวงการต่างประเทศได้ร่วมกับกระทรวงมหาดไทย สำนักงานข้าหลวงใหญ่ผู้ลี้ภัยแห่งสหประชาชาติ (UNHCR) และองค์การทุนเพื่อเด็กแห่งสหประชาชาติ (UNICEF) เป็นเจ้าภาพจัด
การสัมมนาระดับชาติว่าด้วยการยุติภาวะไร้รัฐไร้สัญชาติในเด็กในประเทศไทย ณ โรงแรม เดอะ แลนด์มาร์ค กรุงเทพฯ เพื่อเป็นเวทีให้ทุกภาคส่วน ทั้งภาครัฐ คณะกรรมการสิทธิมนุษยชนแห่งชาติ ภาควิชาการ ภาคประชาสังคม และองค์การระหว่างประเทศ ได้แลกเปลี่ยนความเห็นและมุมมองต่อสถานการณ์ ประเด็นท้าทาย และข้อเสนอแนะเกี่ยวกับแนวทางการแก้ไขปัญหาเด็กไร้รัฐไร้สัญชาติในประเทศไทย ซึ่งยังคงมีอยู่ประมาณ ๑๕๐,๐๐๐ คน

ในการเปิดงานข้างต้น นางเอกสิริ ปิณฑะรุจิ อธิบดีกรมองค์การระหว่างประเทศ กล่าวว่า การได้มาซึ่งสัญชาติเป็นหนึ่งในสิทธิมนุษยชนขั้นพื้นฐานของมนุษย์ทุกคน การยุติภาวะไร้รัฐไร้สัญชาติจึงเป็นเรื่องที่นานาประเทศเห็นพ้องกันว่าควรร่วมมือกันดำเนินการอย่างจริงจัง โดยประเด็นนี้ได้ถูกบรรจุอยู่ในเป้าหมายการพัฒนาที่ยั่งยืน ค.ศ. ๒๐๓๐ และรัฐบาลไทยให้ความสำคัญกับเรื่องนี้อย่างต่อเนื่องเช่นกัน โดยที่ผ่านมา ไทยมีความก้าวหน้าในการการปรับปรุงนโยบาย กฎหมาย ระเบียบและหลักเกณฑ์ ที่เกี่ยวข้องกับการได้มาซึ่งสัญชาติและสถานะทางกฎหมายให้มีความเปิดกว้างมากขึ้น การรับจดสูติบัตรให้เด็กทุกคนที่เกิดในประเทศไทย และการจัดให้คนไร้รัฐไร้สัญชาติสามารถเข้าถึงสิทธิและบริการขั้นพื้นฐาน เช่น การศึกษาภาคบังคับซึ่งเปิดให้เด็กทุกคนเข้าถึงได้โดยไม่คำนึงถึงสัญชาติหรือสถานะทางกฎหมาย และการให้สิทธิในการเข้าถึงเข้าถึงหลักประกันสุขภาพสำหรับบุคคลที่ได้ขึ้นทะเบียนกับกระทรวงมหาดไทยแล้ว แม้ในทางปฏิบัติ จะยังมีอุปสรรคและความท้าทายอยู่บ้าง แต่ก็ได้รับความร่วมมือจากทุกภาคส่วน โดยเฉพาะภาคประชาสังคม และ UNHCR ในการแก้ไขปัญหาเพื่อส่งเสริมและคุ้มครองสิทธิของเด็กเหล่านี้ และเสริมสร้างศักยภาพของพวกเขาให้สามารถมีส่วนร่วมในการพัฒนาเศรษฐกิจและสังคมของประเทศต่อไป

Director-General of Department of International Organizations gave an opening remark at the National Stocktaking Seminar on Ending Childhood Statelessness in Thailand.

On 31 May 2023, the Ministry of Foreign Affairs co-hosted the National Stocktaking Seminar on Ending Childhood Statelessness in Thailand with the Ministry of Interior, United Nations High Commissioner for Refugees (UNHCR), and United Nations Children's Fund (UNICEF) at the Landmark Hotel Bangkok.

The seminar provided an opportunity for all stakeholders, including representatives from government agencies, the National Human Rights Commission, academia, and civil society to jointly review progress in ending childhood statelessness in Thailand and exchange views on challenges and possible solutions for approximately 150,000 stateless children that still remain in the country.

On this occasion, Mrs. Eksiri Pintaruchi, Director-General of Department of International Organizations, stated in her opening remarks that “The right to nationality is a basic rights for every human being. Ending statelessness is a global agenda that countries around the world commit to work on, and has been included in the 2030 Sustainable Development Goals (SDGs).” She said that Thailand attaches importance to this issue and has achieved considerable progress through the amendment of policies, laws and regulations relating to
an acquisition of nationality or legal status to allow access by all groups of stateless persons; allowing birth registration for all children born in our territory; and enabling access to basic rights and public services, such as education, which is provided for free for all children regardless of their nationalities and legal status, and health coverage similar to those of Thai citizens for those who are registered with the Ministry of Interior (but not yet acquire Thai nationality). She acknowledged that gaps and challenges still remain in practice, and expressed appreciation for support from all parties, particularly civil society organizations and UNHCR, which is instrumental to overcome those challenges, to better promote and protect the rights of these children, as well as to enhance their potential to contribute to economic and social development of Thailand.
