เมื่อวันที่ 24 มิถุนายน 2568 เนื่องในโอกาสวันสตรีในการทูตสากล นายไพศาล หรูพาณิชย์กิจ รองปลัดกระทรวงการต่างประเทศ ได้เข้าร่วมการประชุมคณะมนตรีสิทธิมนุษยชนแห่งสหประชาชาติ สมัยที่ 59 ณ นครเจนีวา โดยได้ใช้โอกาสในการเข้าร่วมกิจกรรมต่างๆ เพื่อยืนยันความมุ่งมั่นของประเทศไทยในการส่งเสริมบทบาทความเป็นผู้นำของสตรีในการทูตพหุภาคี ซึ่งรวมถึงความพยายามส่งเสริมธรรมาภิบาลโลก 

รองปลัดกระทรวงการต่างประเทศได้เข้าร่วมพิธีเปิดนิทรรศการภาพถ่ายในหัวข้อ “Not a Woman’s Job?: Women Leading in Multilateralism and Diplomacy” ซึ่งจัดโดยสำนักงานสหประชาชาติ ณ นครเจนีวา (UNOG) ร่วมกับหอจดหมายเหตุและห้องสมุดสหประชาชาติ นิทรรศการดังกล่าวนำเสนอตัวอย่างของประเทศต่างๆ เพื่อยกย่องบทบาทผู้นำสตรีในการกำหนดทิศทางของธรรมาภิบาลโลก โดยประเทศไทยได้นำเสนอผลงานของเจ้าหน้าที่รักษาสันติภาพหญิงของไทยซึ่งปฏิบัติหน้าที่ในภารกิจรักษาสันติภาพของสหประชาชาติที่สาธารณรัฐซูดานใต้

รองปลัดกระทรวงการต่างประเทศยังได้เข้าร่วมและกล่าวถ้อยแถลงของประเทศไทยในสองช่วงการประชุมของคณะมนตรีฯ โดยในช่วงการอภิปรายเต็มวันประจำปีว่าด้วยสิทธิมนุษยชนของสตรีช่วงที่สองเกี่ยวกับบทบาทความเป็นผู้นำสตรีในกระบวนการสันติภาพ ประเทศไทยได้ยืนยันความมุ่งมั่นต่อการส่งเสริมวาระสตรี สันติภาพ และความมั่นคง (WPS) โดยเน้นความก้าวหน้าในการจัดทำแผนปฏิบัติการระดับชาติ การส่งเสริมการมีส่วนร่วมของสตรีในการสร้างสันติภาพในระดับท้องถิ่น และการส่งเจ้าหน้าที่สตรีเข้าร่วมภารกิจรักษาสันติภาพของสหประชาชาติ นอกจากนี้ ในช่วงการหารือกับคณะทำงานของสหประชาชาติว่าด้วยการเลือกปฏิบัติต่อสตรีและเด็กหญิง ประเทศไทยได้แสดงความยินดีต่อการเยือนประเทศไทยอย่างเป็นทางการของคณะทำงานฯ ในเดือนธันวาคม 2567 ซึ่งเป็นส่วนหนึ่งของคำเชิญของประเทศไทยต่อกลไกพิเศษภายใต้สหประชาชาติ และย้ำความพยายามอย่างต่อเนื่องของประเทศไทยในการเสริมพลังสตรีและส่งเสริมความเท่าเทียมระหว่างเพศ รวมถึงแสดงความมุ่งมั่นที่จะร่วมมือกับคณะทำงานฯ เพื่อผลักดันข้อเสนอแนะในทางปฏิบัติให้เกิดผลเป็นรูปธรรมต่อไป

สตรีมีบทบาทสำคัญในงานการทูตของประเทศไทยมาอย่างต่อเนื่อง โดยประมาณร้อยละ 66 ของข้าราชการกระทรวงการต่างประเทศปัจจุบันทั้งหมดเป็นสตรี ซึ่งรวมถึงเอกอัครราชทูตหญิง 22 คน คิดเป็นร้อยละ 36.66 ของเอกอัครราชทูตทั้งหมดของไทย โดยปัจจุบัน กระทรวงฯ มีปลัดกระทรวงหญิง และมีอธิบดีหญิง 5 คน จากทั้งหมด 12 กรม

On 24 June 2025, on the occasion of the International Day of Women in Diplomacy, H.E. Mr. Paisan Rupanichkij, Deputy Permanent Secretary for Foreign Affairs, attended the 59^th Session of the United Nations Human Rights Council in Geneva and took the opportunity to participate in various activities to reaffirm Thailand’s commitment to promoting women’s leadership in multilateral diplomacy, including efforts to advance global governance.

The Deputy Permanent Secretary attended the opening ceremony of the photo exhibition “Not a Woman’s Job?: Women Leading in Multilateralism and Diplomacy”, co-organized by the United Nations Office at Geneva (UNOG) and the UN Library & Archives. The exhibition honours the leadership of women in shaping global governance, with Thailand showcasing the contribution of Thai female peacekeepers who served in the United Nations Peacekeeping Mission in South Sudan (UNMISS).

 The Deputy Permanent Secretary also participated and delivered national statements in two key sessions during the Council. In the second panel of the annual full-day discussion on the human rights of women, focusing on women’s leadership in peace processes, Thailand reaffirmed its commitment to the Women, Peace and Security agenda, highlighting progress in its national action plan, support for women’s participation in local peacebuilding, and the deployment of female peacekeepers in UN missions. In the Interactive Dialogue with the UN Working Group on Discrimination against Women and Girls, Thailand welcomed the Group’s official visit to Thailand in December 2024 as part of its standing invitation to HRC special procedures and emphasized continued efforts to promote women’s empowerment and gender equality. Thailand further expressed its commitment to maintaining dialogue and cooperation with the Working Group and to taking forward its practical and forward-looking recommendations.

Women play a vital role in Thailand’s diplomatic service, currently making up approximately 66 percent of all Thai diplomats. This includes 22 female Ambassadors, accounting for 36.66 percent.

At present, the Ministry is led by a female Permanent Secretary, with 5 out of 12 departments headed by women Director Generals.
