เมื่อวันที่ ๑๘-๒๐ สิงหาคม ๒๕๖๙ กระทรวงการต่างประเทศร่วมกับคณะกรรมการกาชาดระหว่างประเทศ (International Committee of the Red Cross: ICRC) จัดการประชุม Asia-Pacific Regional Conference on International Humanitarian Law ประจำปี ๒๕๖๙ ภายใต้หัวข้อ “Navigating Contemporary Challenges to Preserve Humanity in Conflict” (“การรับมือกับความท้าทายร่วมสมัย เพื่อธำรงไว้ซึ่งหลักมนุษยธรรมในสถานการณ์ความขัดแย้ง”) ณ โรงแรมมณเฑียร สุรวงศ์ กรุงเทพฯ โดยมีผู้แทนหน่วยงานภาครัฐจาก ๒๓ ประเทศในภูมิภาคเอเชีย-แปซิฟิก เข้าร่วมกว่า ๑๐๐ คน

ในวันแรกของการประชุมฯ ในวันที่ ๑๘ สิงหาคม ๒๕๖๙ นายวิชาวัฒน์ อิศรภักดี ผู้ช่วยรัฐมนตรีประจำกระทรวงการต่างประเทศ ได้เป็นประธานในพิธีเปิดการประชุมฯ ร่วมกับนาย Régis Savioz ผู้อำนวยการภูมิภาคเอเชีย-แปซิฟิกของ ICRC ในโอกาสนี้ ผู้ช่วยรัฐมนตรีประจำกระทรวงการต่างประเทศย้ำความสำคัญของความร่วมมือระหว่างไทยกับ ICRC ในการส่งเสริมการเคารพกฎหมายมนุษยธรรมระหว่างประเทศ และการดำเนินการของไทยในช่วงที่ผ่านมา เช่น การจัดการแสดงปาฐกถา “สมเด็จเจ้าฟ้ามหาจักรีสิรินธร” และการจัดการประชุมคณะกรรมการระดับชาติว่าด้วยกฎหมายมนุษยธรรมระหว่างประเทศ ครั้งแรกเมื่อปี ๒๕๖๘

ในช่วงเย็นของวันเดียวกัน นายเบญจมินทร์ สุกาญจนัจที อธิบดีกรมสนธิสัญญาและกฎหมาย กล่าวในงานเลี้ยงต้อนรับผู้เข้าร่วมการประชุมฯ โดยย้ำความสำคัญของความร่วมมือ การแลกเปลี่ยนองค์ความรู้และประสบการณ์ระหว่างประเทศในภูมิภาคเพื่อส่งเสริมการปฏิบัติตามกฎหมายมนุษยธรรมระหว่างประเทศและรับมือกับความท้าทายร่วมสมัยต่อการคุ้มครองพลเรือนและผู้ได้รับความคุ้มครองตามกฎหมายมนุษยธรรมระหว่างประเทศ

ในวันสุดท้ายของการประชุมฯ ในวันที่ ๒๐ สิงหาคม ๒๕๖๙ นางสาวพินทุ์สุดา ชัยนาม อธิบดีกรมองค์การระหว่างประเทศและนาย Mr Jürg Montani หัวหน้าสำนักงานภูมิภาคของ ICRC ประจำกรุงเทพฯ เป็นประธานร่วมในพิธีปิดการประชุมฯ โดยอธิบดีฯ กล่าวขอบคุณ ICRC และผู้มีส่วนร่วมทุกฝ่ายสำหรับผลสำเร็จของการจัดการประชุมฯ และย้ำว่า แม้รูปแบบและลักษณะของสงครามในปัจจุบันได้เปลี่ยนแปลงไปจากอดีต แต่เจตนารมณ์ของกฎหมายมนุษยธรรมระหว่างประเทศในการปกป้องความเป็นมนุษย์ยังคงมีความสำคัญและไม่เปลี่ยนแปลง โดยหวังว่า การประชุมฯ จะช่วยส่งเสริมการนำหลักการของกฎหมายมนุษยธรรมระหว่างประเทศไปปฏิบัติให้เป็นรูปธรรมต่อไป

อนึ่ง ที่ประชุมฯ ได้แลกเปลี่ยนประสบการณ์และแนวปฏิบัติที่ดีในประเด็นต่าง ๆ อาทิ การค้นหาและช่วยเหลือผู้ประสบภัยทางทะเลและการคุ้มครองพลเรือนในสถานการณ์ความขัดแย้ง โดยผลการหารือจะเป็นส่วนหนึ่งของการประชุม High-Level Conference on Humanity in War ซึ่งมีกำหนดจัดขึ้นในวันที่ ๗ ธันวาคม ๒๕๖๙ ที่ประเทศจอร์แดน

The Ministry of Foreign Affairs and the International Committee of the Red Cross Co-hosts the 2026 Asia-Pacific Regional Conference on International Humanitarian Law from 18 to 20 August 2026 in Bangkok

During 18-20 August 2026, the Ministry of Foreign Affairs and the International Committee of the Red Cross (ICRC) co-hosted the 2026 Asia-Pacific Regional Conference on International Humanitarian Law at Montien Hotel Surawong Bangkok under the theme “Navigating Contemporary Challenges to Preserve Humanity in Conflict.” The Conference brought together over 100 government representatives from 23 countries in the Asia-Pacific region.

On the first day of the conference on 18 August 2026, H.E. Mr. Vijavat Isarabhakdi, Vice Minister for Foreign Affairs, presided the Opennig Ceremony of the conference alongside Mr. Régis Savioz, ICRC Regional Director for Asia and the Pacific. In his remarks, the Vice Minister highlighted the importance of cooperation between Thailand and the ICRC in promoting respect for international humanitarian law (IHL). The Minister also shared Thailand’s significant developments in promoting IHL, including through the organizing of the “Princess Maha Chakri Sirindhorn” Lecture on IHL and the convening of the first meeting of the National Committee on International Humanitarian Law in 2025.

Later in the evening of the same day, Mr. Benjamin Sukanjanajtee, Director-General of the Department of Treaties and Legal Affairs, delivered remarks at the welcoming reception for the participants. The Director-General highlighted the importance of cooperation, knowledge sharing, and the exchange of experiences among countries in the region to promote compliance with IHL and address contemporary challenges to the protection of civilians and persons protected under IHL.

On the last day of the conference on 20 August 2026, Ms. Pinsuda Jayanama, Director-General of the Department of International Organizations, and Mr. Jürg Montani, Head of the ICRC Regional Delegation in Bangkok delivered remarks at the closing ceremony. The Director-General expressed Thailand’s appreciation to the ICRC and all parties involved for the successful outcome of the conference. She also highlighted that while the forms and character of warfare may change in the present, the fundamental priciples of IHL to preserve humanity remains crucial and unchanged. The Director-General also hoped that the conference will further promote the translation of IHL principles into concrete action.

The Conference provided a platform for exchanging views, knowledge and experiences on various issues, such as the searching for and collecting the shipwrecked during armed conflict at sea, and the protection of civilians during armed conflict. The outcomes of these discussions will be presented at the High-Level Conference on Humanity in War, to be held on 7 December 2026 in Jordan.
