เมื่อวันที่ 22 พฤษภาคม 2568 นายชุตินทร คงศักดิ์ เลขานุการรัฐมนตรีว่าการกระทรวงการต่างประเทศในฐานะผู้แทนรัฐมนตรีฯ พบหารือกับนายหลี่ จุนฮว๋า รองเลขาธิการด้านเศรษฐกิจและสังคมแห่งสหประชาชาติ (UN Department of Economic and Social Affairs: UN DESA) ในโอกาสเดินทางเยือนไทย เพื่อเข้าร่วมการประชุม คณะกรรมการที่ปรึกษาระดับสูงด้านเศรษฐกิจและสังคมแห่งสหประชาชาติ (High-level Advisory Board on Economic and Social Affairs: HLAB) ครั้งที่ 1 ณ ศูนย์ประชุมสหประชาชาติ กรุงเทพฯ โดยเลขานุการรัฐมนตรีฯ ได้ร่วมกล่าวเปิดการประชุมในครั้งนี้ด้วย ทั้งสองฝ่ายได้แลกเปลี่ยนข้อคิดเห็นเกี่ยวกับบทบาทของประเทศไทยและสหประชาชาติในการส่งเสริมการพัฒนาที่ยั่งยืนท่ามกลางความท้าทายระดับโลกที่เพิ่มขึ้น และเลขานุการรัฐมนตรีฯ ได้ยืนยันถึงความมุ่งมั่นของไทยในระบอบพหุภาคีนิยมและในการขับเคลื่อนวาระการพัฒนาที่ยั่งยืน ค.ศ. 2030 ซึ่งเน้นการนำเป้าหมายการพัฒนาที่ยั่งยืน (Sustainable Development Goals : SDGs) ไปใช้ในบริบทของแต่ละพื้นที่ และการใช้ข้อมูลและนวัตกรรมดิจิทัลเป็นเครื่องมือสำคัญในการพัฒนา

รองเลขาธิการฯ ได้กล่าวถึงข้อริเริ่มของเลขาธิการสหประชาชาติ ในวาระครบรอบ 80 ปีของการก่อตั้งสหประชาชาติ ซึ่งให้ความสำคัญกับประเด็น ดังนี้ (1) การเพิ่มประสิทธิภาพในการดำเนินงานของสหประชาชาติ (2) การทบทวนอาณัติการดำเนินงานของหน่วยงานต่าง ๆ ของสหประชาชาติตามที่ได้รับมอบหมายจากประเทศสมาชิก และ (3) ความจำเป็นในการปรับโครงสร้างและแนวทางการดำเนินโครงการในระบบสหประชาชาติเพื่อลดความซ้ำซ้อนและเพิ่มประสิทธิภาพการดำเนินงาน

อนึ่ง UN DESA เป็นหน่วยงานหลักด้านการพัฒนาของฝ่ายเลขานุการสหประชาชาติ มีบทบาทสำคัญในการสนับสนุนประเทศสมาชิกให้บรรลุ SDGs โดยมีสมาชิก HLAB ซึ่งเป็นผู้เชี่ยวชาญด้านเศรษฐกิจและสังคมทำหน้าที่ให้ข้อเสนอเชิงนโยบายแก่ UN DESA เพื่อสนับสนุนการขับเคลื่อนวาระการพัฒนาที่ยั่งยืนฯ

On 22 May 2025, H.E. Mr. Chutintorn Gongsakdi, Secretary to the Minister of Foreign Affairs, held discussions with Mr. Li Junhua, United Nations Under-Secretary-General for Economic and Social Affairs (UN DESA), on the occasion of the latter’s visit to Thailand to attend the First Meeting of the United Nations High-level Advisory Board (HLAB) on Economic and Social Affairs at the United Nations Conference Centre in Bangkok. Secretary Chutintorn also delivered opening remarks at the HLAB meeting.

During their discussions, both sides exchanged views on the roles of Thailand and the United Nations in promoting sustainable development amidst growing global challenges. Secretary Chutintorn reaffirmed Thailand’s commitment to multilateralism and advancing the 2030 Agenda for Sustainable Development, highlighting the importance of the Sustainable Development Goals (SDGs) Localization, and leveraging data and digital innovation as essential tools for development.

The Under-Secretary-General shared UN Secretary-General’s Initiative on the occasion of the United Nations’ 80th anniversary, or UN80 Initiative, which focuses on three key workstreams: (1) improving operational efficiency, (2) reviewing the implementation of all mandates given to the United Nations by Member States, and (3) the need for structural changes and programme realignment across the UN system.

UN DESA serves as the principal development arm of the United Nations Secretariat and plays a vital role in supporting Member States in achieving the SDGs. The HLAB on Economic and Social Affairs, comprising experts in the economic and social fields, provides strategic and policy recommendations to UN DESA to help accelerate progress towards the 2030 Agenda and the SDGs.
