เมื่อวันที่ 30 พฤษภาคม 2567, นายไพศาล หรูพาณิชย์กิจ, รองปลัดกระทรวงการต่างประเทศ ได้เข้าร่วมการประชุมระหว่างประเทศว่าด้วยรัฐกำลังพัฒนาที่เป็นหมู่เกาะขนาดเล็ก ครั้งที่ 4 (The Fourth International Conference on Small Island Developing States : SIDS4) ซึ่งจัดขึ้นที่กรุงเซนต์จอห์น ประเทศแอนติกาและบาร์บูดา โดยได้กล่าวถ้อยแถลงในช่วงการประชุม Interactive Dialogue วาระที่ 5 ย้ำความพร้อมของประเทศไทยในการแบ่งปันแนวปฏิบัติด้านการพัฒนา ผ่านกรอบความร่วมมือใต้-ใต้ และความร่วมมือไตรภาคี 

นอกจากนี้ รองปลัดกระทรวงการต่างประเทศยังได้พบหารือกับรัฐมนตรีกระทรวงเกษตร การค้าและกิจการบาร์บูดา โดยในโอกาสนี้ รองปลัดกระทรวงฯ ได้มอบเงินสนับสนุนการจัดการประชุม SIDS4 แก่ทางการแอนติกาและบาร์บูดา เพื่อสนับสนุนการจัดการประชุม ซึ่งส่งเสริมความร่วมมือเชิงหุ้นส่วนเพื่อการพัฒนาระหว่างประเทศ

On 30 May 2024, Mr. Paisan Rupanichkij, Deputy Permanent Secretary, Ministry of Foreign Affairs of Thailand attended the Fourth International Conference on Small Island Developing States (SIDS4) in St. John, Antigua and Barbuda, and delivered remarks at Interactive Dialogue 5, reaffirming Thailand's readiness to share development practices through South-South/Trilateral cooperation.

The Deputy Permanent Secretary also met and discussed various issues of mutual interests with the Minister of  Agriculture, Trade & Barbuda Affairs. In the spirit of international cooperation development partnership, the Deputy Permanent Secretary also presented Thailand's financial support to Antigua and Barbuda for hosting SIDS4.
