เมื่อวันที่ 13 กุมภาพันธ์ 2567 นายสีหศักดิ์ พวงเกตุแก้ว ผู้ช่วยรัฐมนตรีว่าการกระทรวงการต่างประเทศ ร่วมกล่าวถ้อยแถลงในการประชุมคณะมนตรีความมั่นคงแห่งสหประชาชาติ หัวข้อ "ผลกระทบของการเปลี่ยนแปลงของสภาพภูมิอากาศและความไม่มั่นคงทางอาหารต่อการรักษาสันติภาพและความมั่นคงระหว่างประเทศ" ณ สำนักงานใหญ่สหประชาชาติ นครนิวยอร์ก ซึ่งมีนาย Mohamed Irfaan Ali ประธานาธิบดีกายอานา เป็นประธานการประชุม

ผู้ช่วยรัฐมนตรีฯ กล่าวถึงความสำคัญของแนวทางที่ยึดมนุษย์เป็นศูนย์กลาง (people-centered approach) ในการพัฒนาและส่งเสริมความมั่นคงของมนุษย์ รวมถึงการร่วมมือกันระหว่างคณะมนตรีความมั่นคงแห่งสหประชาชาติกับองค์กรอื่นๆ ในกรอบ UN เพื่อตอบสนองต่อความท้าทายในปัจจุบัน โดยเฉพาะการเปลี่ยนแปลงของสภาพภูมิอากาศ ซึ่งเป็นภัยคุกคามเร่งด่วนที่ทุกประเทศต้องรับมือร่วมกันภายใต้กรอบ UNFCCC และความตกลงปารีส 

ผู้ช่วยรัฐมนตรีฯ ได้ย้ำว่าความท้าทายในมิติต่างๆ ของโลกมีความเชื่อมโยงกัน ไม่ว่าจะเป็นการเปลี่ยนแปลงของสภาพภูมิอากาศ ความไม่มั่นคงทางอาหาร หรือความขัดแย้ง ซึ่งจำเป็นต้องได้รบการพิจารณาอย่างเป็นระบบและบูรณาการ โดยอาศัยความร่วมมือระหว่างประเทศและระบบพหุภาคี ในโอกาสนี้ ไทยหวังจะได้ใช้โอกาสของ Summit of the Future ในการผลักดันการเสริมสร้างความเข้มแข็งให้กับระบอบพหุภาคีโดยมี UN เป็นแกนหลัก

นอกจากนี้ ผู้ช่วยรัฐมนตรีฯ ยังได้แจ้งเกี่ยวกับการสมัครสมาชิกคณะมนตรีสิทธิมนุษยชนแห่งสหประชาชาติ (Human Rights Council - HRC) ของไทย วาระปี ค.ศ. 2025-2027 โดยไทยจะพยายามส่งเสริมให้งานของ HRC มีผลลัพธ์ที่เพิ่มขึ้นและเป็นรูปธรรมขึ้นสำหรับคนทั่วโลก

On 13 February 2024, H.E. Mr. Sihasak Phuangketkeow, Vice Minister for Foreign Affairs of Thailand spoke at the United Nations Security Council (UNSC) Open Debate on "the Impact of Climate Change and Food Security on the Maintenance of International Peace and Security" at the UN Headquarters, New York, chaired by H.E. Mr. Mohamed Irfaan Ali, President of Guyana. 

Vice Minister stressed the importance of people-centered approach in all aspects of efforts in human development and human security. He also reitereated that strengthened coordination between UNSC and other UN bodies is essential to addresssing today's challenges. 

Vice Minister mentioned that climate change, as urgent threat to all, needs to be addressed under UNFCCC and the Paris Agreement. Due to their interconnectedness, climate change, food insecurity and conflicts require systematic and integrated consideration, as well as international cooperation and multilateralism. Thailand, therefore, views the Summit of the Future as the opportunity to reinvigorate multilateralism with UN at its core. 

Furthermore, in mentioning Thailand's candidature to the Human Rights Council for the term 2025-2027, Vice Minister emphasized Thailand's aspiration to make the work of the HRC more impactful for individuals on the ground.
