เมื่อวันที่ 2 - 3 มิถุนายน 2569 นายวิชาวัฒน์ อิศรภักดี ผู้ช่วยรัฐมนตรีประจำกระทรวงการต่างประเทศ เข้าร่วมการประชุมระดับรัฐมนตรีว่าด้วยนโยบายต่างประเทศเพื่อขับเคลื่อนสิทธิสตรี ครั้งที่ 5 (Ministerial Conference on Feminist Foreign Policy: FFP) และร่วมอภิปรายในหัวข้อ “Towards a More Inclusive Multilateralism: Proposals for Feminist Foreign Policy” ณ กรุงมาดริด ราชอาณาจักรสเปน โดยมีผู้แทนกว่า 400 คน จาก 60 ประเทศและองค์กรเข้าร่วม และรับรองปฏิญญาร่วมทางการเมืองมาดริดฯ ซึ่งเน้นย้ำแนวคิดสตรีนิยมที่เชื่อมโยงโดยตรงกับการสร้างสันติภาพและความเข้มแข็งของระบอบประชาธิปไตย
ผู้ช่วยรัฐมนตรีฯ แสดงวิสัยทัศน์ของไทยในการผลักดันระบบพหุภาคีนิยมที่น่าเชื่อถือ ครอบคลุม และสร้างผลลัพธ์ที่เป็นรูปธรรม โดยเสนอการปรับเปลี่ยน 3 ด้านสำคัญ ได้แก่ (1) ระบบพหุภาคีนิยมที่เน้นประชาชนเป็นศูนย์กลาง ที่มุ่งคุ้มครองและส่งเสริมสิทธิมนุษยชนตามพันธกรณีอนุสัญญาสิทธิมนุษยชนระหว่างประเทศและเป้าหมายการพัฒนาที่ยั่งยืน (2) ระบบพหุภาคีนิยมที่เปิดกว้างและมีส่วนร่วมอย่างแท้จริง เพิ่มสัดส่วนผู้หญิง เยาวชน และกลุ่มเปราะบางในกระบวนการตัดสินใจ และ (3) ระบบพหุภาคีนิยมที่สอดประสานและมุ่งเน้นการปฏิบัติ ผ่านกลไกกฎหมายในประเทศ นอกจากนี้ ไทยยังสนับสนุนการปฏิรูปโครงสร้างสหประชาชาติ (UN80) ซึ่งเป็นโอกาสสำคัญในการขับเคลื่อนระบบพหุภาคีที่เท่าเทียมและครอบคลุมอย่างแท้จริง
การประชุมระดับรัฐมนตรี FFP จัดขึ้นเป็นประจำทุกปีตั้งแต่ปี 2565 โดยมีเยอรมนี เนเธอร์แลนด์ เม็กซิโก และฝรั่งเศสเป็นเจ้าภาพการประชุมที่ผ่านมา โดยประเทศไทยได้รับเชิญให้เข้าร่วมการประชุมนี้เป็นครั้งแรกในการประชุมฯ ครั้งที่ 4 เมื่อปี 2568 ที่กรุงปารีส สาธารณรัฐฝรั่งเศส
On 2 - 3 June 2026, H.E. Mr. Vijavat Isarabhakdi, Vice Minister for Foreign Affairs, attended the 5th Ministerial Conference on Feminist Foreign Policy (FFP) as a panelist in the plenary session on the theme “Towards a More Inclusive Multilateralism: Proposals for Feminist Foreign Policy”’ in Madrid, Kingdom of Spain. In attendance were more than 400 delegates from over 60 countries and organizations. The meeting endorsed the Madrid Political Declaration, which underscores the close link between feminist perspectives, peacebuilding, and democratic resilience.
The Vice Foreign Minister shared Thailand’s vision for revitalizing multilateralism to foster a more trusted, inclusive, and action-oriented system. He proposed three key shifts: (1) a people-centered approach, under which multilateralism must protect and promote human rights in line with international human rights commitments and the Sustainable Development Goals (SDGs); (2) inclusive decision-making, ensuring meaningful representation of women, youth, and people in vulnerable situations in global governance processes; and (3) coherent and action-oriented implementation, translating global commitments into concrete national actions through domestic legislation. He also expressed strong support for the UN80 Initiative as a key opportunity for structural reform to advance a genuinely equal and inclusive multilateral system.
The FFP Ministerial Conference has been held annually since 2022, with Germany, the Netherlands, Mexico, and France serving as previous hosts. Thailand was first invited to participate in the conference at its fourth meeting, held in Paris in 2025.
