เมื่อวันที่ ๔ กันยายน ๒๕๖๘ กระทรวงการต่างประเทศ โดยกรมองค์การระหว่างประเทศ จัดกิจกรรมเสวนาวิชาการ “ทำความรู้จักกับความตกลงว่าด้วยการระบาดใหญ่: ไทยต้องไปต่ออย่างไร” โดยมีนายไพศาล หรูพาณิชย์กิจ รองปลัดกระทรวงการต่างประเทศ เป็นประธานเปิดงาน และมีวิทยากรและผู้เข้าร่วมกว่า ๗๐ คน จากทั้งภาครัฐ ภาคเอกชน ภาควิชาการ และเยาวชน เช่น สำนักงานปลัดกระทรวงสาธารณสุข กรมควบคุมโรค กรมวิทยาศาสตร์การแพทย์ กระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อม สถาบันวัคซีนแห่งชาติ สถาบันวิจัยเพื่อการพัฒนาประเทศไทย (TDRI) และองค์การอนามัยโลก มหาวิทยาลัยมหิดล

กิจกรรมเสวนาวิชาการข้างต้นมุ่งเป็นเวทีแลกเปลี่ยนความรู้ ข้อคิดเห็น และวิสัยทัศน์ เกี่ยวกับความตกลงว่าด้วยการระบาดใหญ่ (WHO Pandemic Agreement) เพื่อสร้างความตระหนักรู้เกี่ยวกับความตกลงฯ ให้กับหน่วยงานและภาคส่วนต่าง ๆ ที่เกี่ยวข้อง รวมทั้งเสริมสร้างเครือข่าย และบูรณาการการทำงานร่วมกันเพื่อเตรียมขับเคลื่อนการเจรจาภาคผนวกของความตกลงฯ และเตรียมความพร้อมเพื่อรองรับและดำเนินการตามความตกลงฯ ต่อไป โดยนำเสนอเนื้อหาที่ครอบคลุมทั้งการทบทวนการรับมือกับสถานการณ์โควิด-๑๙ ของไทย การเรียนรู้เกี่ยวกับสาระสำคัญของความตกลงฯ และการเจาะลึกการเจรจาความตกลงฯ โดยเฉพาะประเด็นถกเถียงสำคัญๆ ได้แก่ การเข้าถึงและแบ่งปันผลประโยชน์จากทรัพยากรพันธุกรรมของเชื้อก่อโรค (Pathogen Access and Benefit Sharing (PABS) System) การพิจารณากฎหมายที่เกี่ยวข้องและสิ่งที่ไทยต้องเตรียมการเพื่ออนุวัติความตกลงฯ ต่อไป รวมถึงนัยของความตกลงฯ ต่อโอกาสและความท้าทายในการพัฒนานโยบายด้าน สุขภาพและเศรษฐกิจของประเทศด้วย

อนึ่ง ไทยมีบทบาทสำคัญในการเจรจาความตกลง WHO Pandemic Agreement โดย นายแพทย์วิโรจน์ ตั้งเจริญเสถียร ผู้ทรงคุณวุฒิด้านสาธารณสุขของไทย (ซึ่งร่วมการบรรยายด้วย) เป็นหนึ่งในสมาชิกคณะทำงานภายใต้กลไก Intergovernmental Negotiating Body (INB) ที่ประสานงานและขับเคลื่อนการร่างและเจรจาความตกลงฯ ให้แล้วเสร็จและสามารถผ่านการรับรองโดยที่ประชุมสมัชชาอนามัยโลก สมัยที่ ๗๘ เมื่อวันที่ ๒๐ พฤษภาคม ๒๕๖๘

On 4 September 2025, the Ministry of Foreign Affairs’ Department of International Organizations organized a seminar, titled “Get to know the WHO Pandemic Agreement: How should Thailand move forward?,” with Mr. Paisan Rupanichkij, Deputy Permanent Secretary for Foreign Affairs of Thailand, presiding the opening of the event. The seminar was attended by over 70 people, with speakers and participants from various agencies and across multiple sectors, such as the Ministry of Public Health’s Office of the Permanent Secretary, Department of Disease Control and Department of Medical Sciences, the Ministry of Natural Resources and Environment, the National Vaccine Institute, the Thailand Development Research Institute, the World Health Organization, Mahidol University, etc.

The Ministry of Foreign Affairs organized the said event as a forum for exchanging knowledge, ideas, and vision on the WHO Pandemic Agreement, with the aim of raising awareness on the Agreement among relevant stakeholders and providing a networking opportunity in order to foster cooperation on preparing for the eventual implementation of the Agreement. The event covered various aspects, including a review of Thailand’s COVID-19 response, an overview of the Agreement text, taking stock of negotiating challenging topics, particularly the Pathogen Access and Benefit Sharing (PABS) System, a list of relevant domestic laws and regulations, and considerations on how Thailand must prepare for the Agreement’s entry into force, as well as its implications – opportunities and challenges – on Thailand’s policy and economic development.

Thailand has played an important role in the WHO Pandemic Agreement negotiations. Thailand’s own health expert, Dr. Viroj Tangcharoensathien (a speaker at the seminar), served as a Bureau member of the Intergovernmental Negotiating Body (INB), which drove forward the drafting and negotiation of the text toward its conclusion and adoption at the 78th session of the World Health Assembly on 20 May 2025.
