เมื่อวันที่ ๗ สิงหาคม ๒๕๖๘ นางสาวภัทรัตน์ หงษ์ทอง เอกอัครราชทูต ผู้แทนถาวรไทยประจำสหประชาชาติ ณ กรุงเวียนนา และนางสาวชนม์วิพัฒน์ จ่างตระกูล นักการทูตชำนาญการพิเศษ กองการสังคม กรมองค์การระหว่างประเทศ ได้ร่วมอภิปรายในช่วงการประชุมเต็มคณะของการประชุมวิชาการสารเสพติดนานาชาติ ปี พ.ศ. ๒๕๖๘ (2025 International Conference on Drug Policy: Yaba, Methamphetamine, and Synthetic Drugs) จัดโดยสำนักงานคณะกรรมการป้องกันและปราบปรามยาเสพติด (สำนักงาน ป.ป.ส.) และจุฬาลงกรณ์มหาวิทยาลัย  

เอกอัครราชทูตภัทรัตน์ฯ กล่าวผ่านวิดีทัศน์เกี่ยวกับความสำเร็จของประเทศไทยและนอร์เวย์ ในการนำเสนอข้อมติเรื่อง “Promoting research on scientific evidence-based interventions for the treatment and care of stimulant use disorders” ในการประชุมคณะกรรมาธิการยาเสพติด (Commission on Narcotic Drugs: CND) สมัยที่ ๖๘ เมื่อวันที่ ๑๐-๑๔ มีนาคม ๒๕๖๘ ที่กรุงเวียนนา ซึ่งมีวัตถุประสงค์เพื่อเรียกร้องให้นานาประเทศร่วมมือกันในการวิจัยเพื่อรักษาอาการติดสารกระตุ้น (stimulants) รวมถึงยาบ้า โดยข้อมติดังกล่าวได้รับการรับรองโดยที่ประชุม CND และมีประเทศร่วมอุปถัมภ์จำนวนมาก ซึ่งรวมถึงกลุ่มประเทศสมาชิกสหภาพยุโรป โดยการดำเนินการดังกล่าวของไทยจัดเป็นการทูตพหุภาคีเชิงรุกผ่านความร่วมมือและการผนึกกำลังระหว่างกระทรวงการต่างประเทศกับสำนักงาน ป.ป.ส.

ในโอกาสเดียวกันนี้ นางสาวชนม์วิพัฒน์ฯ ผู้แทนกรมองค์การระหว่างประเทศ ได้กล่าวถึงบทบาทเชิงรุกของไทยในฐานะสมาชิก CND เพื่อร่วมแก้ไขปัญหายาเสพติดระดับโลกผ่านการส่งเสริมการพัฒนาทางเลือก ซึ่งเป็นแนวทางด้านอุปทานในการแก้ไขปัญหาการปลูกพืชเสพติด และบทบาทของไทยในกรอบความร่วมมือทวิภาคี อนุภูมิภาค และภูมิภาค

การประชุมครั้งนี้มีนาง Anya Busse ผู้แทนองค์การอนามัยโลก (World Health Organization: WHO) เป็นผู้ดำเนินรายการ และยังมีผู้อภิปรายที่สำคัญ ได้แก่ นาง Susan Eckey เอกอัครราชทูต ผู้แทนถาวรนอร์เวย์ประจำสหประชาชาติ ณ กรุงเวียนนา ซึ่งได้ย้ำถึงการส่งเสริมการวิจัยบนหลักฐานเชิงประจักษ์ที่คำนึงถึงหลักสิทธิมนุษยชนและการส่งเสริมสุขภาพ นอกจากนี้ ในช่วงเปิดการประชุมฯ นาง Candice Welsh ผู้อำนวยการด้านการวิเคราะห์นโยบาย สำนักงานว่าด้วยยาเสพติดและอาชญากรรมแห่งสหประชาชาติ (United Nations Office on Drugs and Crime: UNODC) ได้กล่าวถ้อยแถลงผ่านทางวีดิทัศน์ขอบคุณรัฐบาลไทยในการเป็นเจ้าภาพการประชุมฯ ซึ่งสอดคล้องกับข้อริเริ่ม Scale Up ของ UNODC และ WHO ในการส่งเสริมแนวทางการรักษาผู้ติดสารกระตุ้นโดยโดยเน้นประชาชนเป็นศูนย์กลางด้วย

On 7 August 2025, H.E. Ms. Pattarat Hongtong, Ambassador and Permanent Representative of Thailand to the United Nations in Vienna, through a video message, and Ms. Chonvipat Changtrakul, Minister Counsellor, Department of International Organizations, participated in a panel discussion at the 2025 International Conference on Drug Policy: Yaba, Methamphetamine, and Synthetic Drugs, held in Bangkok. The conference was organized by the Office of the Narcotics Control Board (ONCB) and Chulalongkorn University.

During the discussion, Ambassador Pattarat highlighted the successful collaboration between Thailand and Norway in co-presenting a resolution titled “Promoting research on scientific evidence-based interventions for the treatment and care of stimulant use disorders” at the 68^th Session of the Commission on Narcotic Drugs (CND) in March 2025 in Vienna. The resolution calls for international cooperation in research on treatments for stimulant use disorders, which includes the use of Methamphetamine tablets locally known as ‘Yaba’.
The resolution was adopted by the CND and received wide support and co-sponsorship from numerous countries, including the collective co-sponsorship of the European Union Member States. This demonstrates Thailand’s proactive multilateral diplomacy, a result of the synergy between the Ministry of Foreign Affairs and the ONCB.

Ms. Chonvipat highlighted that this International Conference reflects the first milestone in effective implementation of the said resolution. Furthermore, she discussed Thailand’s proactive role in addressing the world drug problem through its active promotion of alternative development as a supply side measure to address illicit crop cultivation, and Thailand’s role in bilateral, sub-regional, and regional cooperation frameworks.

The discussion was moderated by Ms. Anja Busse, Unit Head, World Health Organization (WHO). Other speakers who joined this panel discussion include H.E. Ms. Susan Eckey, Ambassador and Permanent Representative of Norway to the United Nations in Vienna, who underlined the promotion of evidence-based research guided by human rights and health-oriented.  Ms. Candice Welsh, Director of the Division for Policy Analysis and Public Affairs, United Nations Office on Drugs and Crime (UNODC), also delivered remarks through a video message at the opening session, thanked Thailand for hosting this International Conference, which is timely to the Scale Up Initiative, launched by the UNODC and WHO, to promote scientific, evidence-based treatment for stimulant addiction, using a people-centered approach.
