เมื่อวันที่ ๑๕ - ๑๗ กรกฎาคม ๒๕๖๗ นายรัศม์ ชาลีจันทร์ ผู้ช่วยรัฐมนตรีประจำกระทรวงการต่างประเทศ เดินทางไปปฏิบัติราชการที่นครนิวยอร์ก เพื่อเข้าร่วมช่วงการประชุมระดับรัฐมนตรี (Ministerial Segment) ของการประชุมเวทีหารือทางการเมืองระดับสูงว่าด้วยการพัฒนาที่ยั่งยืน (High-Level Political Forum (HLPF) on Sustainable Development) ภายใต้คณะมนตรีเศรษฐกิจและสังคมแห่งสหประชาชาติ (ECOSOC) ประจำปี ค.ศ. ๒๐๒๔ ณ สำนักงานใหญ่สหประชาชาติ (UN)

ในส่วนของการประชุม HLPF ผู้ช่วยรัฐมนตรีฯ ได้เข้าร่วมพิธีเปิด Ministerial Segment ซึ่งมีผู้แทนระดับสูงที่ร่วมกล่าวเปิด ได้แก่ นาย Dennis Francis ประธานสมัชชาสหประชาชาติ สมัยที่ ๗๘ และนาง Paula Narváez ประธาน ECOSOC และเมื่อวันที่ ๑๖ กรกฎาคม ๒๕๖๗ ผู้ช่วยรัฐมนตรีฯ ได้กล่าวถ้อยแถลงในช่วง General Debate ของการประชุมฯ โดยย้ำความมุ่งมั่นของไทยในการเร่งรัดการดำเนินการตามวาระการพัฒนาที่ยั่งยืน ค.ศ. ๒๐๓๐ และการบรรลุเป้าหมายการพัฒนายั่งยืน (SDGs) ทั้งนี้ ไทยได้นำเสนอหลักปรัชญาของเศรษฐกิจพอเพียง (SEP) และโมเดลเศรษฐกิจ BCG เพื่อส่งเสริมการพัฒนาที่ยั่งยืนและสามารถช่วยสนับสนุนการบรรลุ SDGs และย้ำว่า SDGs จะต้องเป็นหัวใจสำคัญของการประชุม Summit of the Future ที่กำลังจะมีขึ้นในเดือนกันยายนนี้

นอกจากนี้ ผู้ช่วยรัฐมนตรีฯ ได้ร่วมกล่าวถ้อยแถลงในการประชุมคณะมนตรีความมั่นคงแห่งสหประชาชาติ (UNSC Open Debate) จำนวน ๒ การประชุม ได้แก่ เมื่อวันที่ ๑๖ กรกฎาคม ในหัวข้อ ‘ความร่วมมือพหุภาคีเพื่อระเบียบโลกที่เป็นธรรม เป็นประชาธิปไตยและยั่งยืนมากขึ้น’ โดยเน้นย้ำความยึดมั่นของไทยต่อระบบพหุภาคีที่มี UN เป็นศูนย์กลาง พร้อมแสดงวิสัยทัศน์ของไทยเกี่ยวกับการปรับปรุงการทำงานเพื่อเสริมสร้างให้ UN มีความเข้มแข็งและพร้อมตอบสนองความท้าทายต่าง ๆ ในอนาคต ส่วนเมื่อวันที่ ๑๗ กรกฎาคม ในการประชุมเกี่ยวกับสถานการณ์ในตะวันออกกลางรวมถึงประเด็นปาเลสไตน์ ผู้ช่วยรัฐมนตรีฯ ได้กล่าวว่า ไทยมีความกังวลอย่างยิ่งต่อสถานการณ์ในกาซา โดยเฉพาะด้านมนุษยธรรมที่ย่ำแย่ลง และเน้นย้ำข้อเรียกร้องให้มีการหยุดยิง และปล่อยตัวประกันทั้งหมดที่รวมถึงคนไทยโดยทันที และให้ความช่วยเหลือด้านมนุษยธรรมเข้าถึงกาซาอย่างไม่ขาดตอน รวมถึงกล่าวชื่นชมและสนับสนุนการดำเนินงานของสำนักงานบรรเทาทุกข์และจัดหางานของสหประชาชาติสำหรับผู้ลี้ภัยปาเลสไตน์ในตะวันออกใกล้ (UNRWA) และแสดงความหวังให้เกิดการพูดคุยเพื่อให้เกิดสันติภาพตามแนวทาง ๒ รัฐ (two-State solution) ต่อไป

ในด้านการหารือทวิภาคี ผู้ช่วยรัฐมนตรีฯ ได้พบหารือกับผู้แทนระดับสูงหลายฝ่ายที่นครนิวยอร์ก โดยเมื่อวันที่ ๑๖ กรกฎาคม ๒๕๖๗ ได้พบหารือกับนาย Guy Ryder รองเลขาธิการสหประชาชาติด้านนโยบาย เพื่อย้ำความเชื่อมั่นของไทยในระบบพหุภาคีและความร่วมมือระหว่างประเทศโดยเฉพาะเพื่อบรรลุ SDGs และความพร้อมของไทยที่จะมีบทบาทในการประชุม Summit of the Future อีกทั้งได้หยิบยกเรื่องการเพิ่มพูนความร่วมมือระหว่างไทยกับ UN ในด้านบุคลากร ผ่านการส่งเสริมให้มีคนไทยปฏิบัติงานในองค์การระหว่างประเทศมากขึ้น

ในวันเดียวกัน ผู้ช่วยรัฐมนตรีฯ ได้พบหารือกับ Dr. Kyung-wha Kang ประธานกรรมการและประธานเจ้าหน้าที่บริหาร Asia Society และอดีตรัฐมนตรีว่าการกระทรวงการต่างประเทศสาธารณรัฐเกาหลี เกี่ยวกับความร่วมมือระหว่างไทยกับ Asia Society ซึ่งเป็นองค์กรด้านการศึกษาที่ไม่แสวงผลกำไรที่มุ่งส่งเสริมความเข้าใจเกี่ยวกับภูมิภาคเอเชีย-แปซิฟิกในสหรัฐอเมริกา พร้อมชื่นชมบทบาทของ Asia Society ในด้านความสัมพันธ์ระดับประชาชน รวมถึงกิจกรรมร่วมกับไทยที่ผ่านมา 

นอกจากนี้ ในวันที่ ๑๕ กรกฎาคม ๒๕๖๗ ผู้ช่วยรัฐมนตรีฯ ได้พบกับนายสะเหลิมไซ กมมะสิด รองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงการต่างประเทศสาธารณรัฐประชาธิปไตยประชาชนลาว ก่อนเข้าร่วมรับฟังการนำเสนอรายงาน Voluntary National Review (VNR) ของ สปป. ลาว ซึ่งเป็น VNR เดียวจากประเทศสมาชิกอาเซียนในการประชุม HLPF ปีนี้ นอกจากภารกิจที่ UN ที่ผู้ช่วยรัฐมนตรีฯ ได้เน้นย้ำบทบาทของไทยในประเด็นสำคัญ ๆ ระดับโลกแล้ว

ในช่วงเวลาดังกล่าว ผู้ช่วยรัฐมนตรีฯ ยังได้ไปตรวจเยี่ยม พบปะข้าราชการ และรับฟังสรุปภารกิจของส่วนราชการที่นครนิวยอร์ก ซึ่งประกอบด้วย คณะผู้แทนถาวรประจำสหประชาชาติ ณ นครนิวยอร์ก เกี่ยวกับการดำเนินงานในกรอบ UN โดยเฉพาะการสมัครรับเลือกตั้งสมาชิกคณะมนตรีสิทธิมนุษยชนแห่งสหประชาชาติ (Human Rights Council: HRC) วาระ ค.ศ. ๒๐๒๕ - ๒๐๒๗ ของไทย และสถานกงสุลใหญ่ ณ นครนิวยอร์ก ที่มุ่งเน้นภารกิจในการคุ้มครองคนไทย และงานชุมชนไทยในเขตกงสุลอีกด้วย

During 15 - 17 July 2024, H.E. Mr. Russ Jalichandra, Vice Minister for Foreign Affairs, visited New York to participate in the Ministerial Segment of the High-Level Political Forum (HLPF) on Sustainable Development 2024, held under the auspices of the Economic and Social Council (ECOSOC), at the United Nations (UN) Headquarters.

Vice Minister Russ attended the opening of the HLPF Ministerial Segment, at which high-level opening remarks were delivered by H.E. Mr. Dennis Francis, President of the 78th Session of the UN General Assembly, and H.E. Ms. Paula Narváez, President of ECOSOC. On 16 July 2024, the Vice Minister delivered a statement emphasizing Thailand’s commitment to implementing the 2030 Agenda and the attainment of the Sustainable Development Goals (SDGs), based on the Sufficiency Economy Philosophy (SEP) and the BCG Economy Model. He also noted that SDGs should be the main focus of the upcoming Summit of the Future this September.

The Vice Minister also took part in two UN Security Council (UNSC) Open Debates. On 16 July 2024, he delivered a statement on ‘Multilateral cooperation in the interest of a more just, democratic and sustainable world order’, reiterating Thailand’s commitment to multilateralism with the UN at the core, and offered views on strengthening and improving the workings of the UN.

Then, on 17 July 2024, Vice Minister Russ delivered a statement on ‘the Situation in the Middle East, including the Palestinian question’, where he expressed Thailand’s grave concern towards the situation in Gaza, especially the deteriorating humanitarian situation, and repeated Thailand’s call for an immediate, full and complete ceasefire. Calling for the implementation of relevant UNSC Resolutions, in particular Resolution 2735 (2024) and adherence to international law, the Vice Minister, again, pleaded for the release of all hostages, which include Thai nationals. Praising and expressing support for the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), he concluded by calling for genuine dialogue towards peace, based on the two-State solution.

While in New York, the Vice Minister also held bilateral engagements, including on 16 July 2024, where he met with Mr. Guy Ryder, UN Under-Secretary-General for Policy, and reaffirmed Thailand’s support for the multilateral system and international cooperation to achieve the SDGs. He also reaffirmed Thailand’s willingness to participate actively in the Summit of the Future, and discussed enhancing Thailand’s cooperation with the UN, especially in regard to having more Thai nationals working in international organisations.

On the same day, Vice Minister Russ met with H.E. Dr. Kyung-wha Kang, President and Chief Executive Officer of the Asia Society, and former Minister of Foreign Affairs of the Republic of Korea. They discussed promoting further cooperation between Thailand and the Asia Society, a not-for-profit think tank that promotes understanding and exchange between the United States and Asia-Pacific.

Also, on 15 July 2024, the Vice Minister met briefly with H.E. Mr. Saleumxay Kommasith, Deputy Prime Minister and Minister of Foreign Affairs of the Lao People’s Democratic Republic, before the presentation of Lao PDR’s Voluntary National Review (VNR), ASEAN’s only VNR during HLPF 2024.

On this occasion, Vice Minister Russ also met with officials from the Permanent Mission of Thailand to the United Nations, and the Royal Thai Consulate-General, New York. He was briefed by the Permanent Mission on activities within the UN framework, especially Thailand’s candidature for the UN Human Rights Council (2025 – 2027). While at the Consulate-General, he discussed the protection of Thai nationals, and support for Thai communities within its consular area.
