เมื่อวันที่ ๑๖ กรกฎาคม ๒๕๖๘ กรมองค์การระหว่างประเทศ กระทรวงการต่างประเทศ ได้ต้อนรับและจัดการบรรยายในหัวข้อ “งานหลักประกันสุขภาพในมุมมองของกระทรวงการต่างประเทศ” ให้แก่คณะผู้เข้ารับการฝึกอบรมภายใต้โครงการพัฒนาศักยภาพ “UHC Storytellers” (ระยะที่ 1) ของมูลนิธิ เพื่อการพัฒนานโยบายสุขภาพระหว่างประเทศ (International Health Policy Programme: IHPP) และสำนักงานหลักประกันสุขภาพแห่งชาติ (สปสช.) โดยได้แลกเปลี่ยนข้อมูล ข้อคิดเห็น และประสบการณ์ของกระทรวงการต่างประเทศในการขับเคลื่อนการทูตสาธารณสุข (health diplomacy) และหลักประกันสุขภาพถ้วนหน้า (universal health coverage: UHC) ของไทยในเวทีระหว่างประเทศ เพื่อเสริมสร้างศักยภาพของเจ้าหน้าที่ สปสช. ที่จะเป็น “UHC Storytellers” หรือวิทยากรต้อนรับการดูงานจากหน่วยงานต่างประเทศด้านหลักประกันสุขภาพถ้วนหน้าต่อไป

การบรรยายดังกล่าวจัดเป็น ๓ ช่วง โดยในช่วงแรก นางสาวเกตุ วัชระกร นักการทูตชำนาญการ (ที่ปรึกษา) กองการสังคม กรมองค์การระหว่างประเทศ ได้บรรยายเกี่ยวกับ “พิธีการทูต” เพื่อให้ความรู้เบื้องต้นแก่ผู้เข้าร่วมการฝึกอบรมเกี่ยวกับการดูแลต้อนรับแขกจากต่างประเทศ

ในช่วงที่สอง นางสาวจิตวิภา เบญจศีล ผู้อำนวยการกองการสังคม กรมองค์การระหว่างประเทศ ได้บรรยายเกี่ยวกับ “บทบาทของกระทรวงการต่างประเทศในการส่งเสริมความร่วมมือระหว่างประเทศด้านสุขภาพในเวทีระหว่างประเทศต่าง ๆ” เพื่อเสริมสร้างความรู้ความเข้าใจและการดำเนินงานเพื่อขับเคลื่อนการทูตสาธารณสุขของกระทรวงการต่างประเทศในกรอบความร่วมมือระหว่างประเทศต่าง ๆ ทั้งในระดับทวิภาคี ระดับภูมิภาค และระดับพหุภาคี

ในช่วงที่สาม กรมองค์การระหว่างประเทศได้เรียนเชิญนายรองวุฒิ วีรบุตร เอกอัครราชทูต ณ กรุงอิสลามาบัด สาธารณรัฐอิสลามปากีสถาน เป็นวิทยากรร่วมการบรรยายผ่านระบบออนไลน์ เพื่อให้ข้อคิดเห็นและมุมมองของผู้ขับเคลื่อน UHC ของไทยในต่างประเทศ โดยนายรองวุฒิฯ ได้ยกตัวอย่างระบบสาธารณสุขในปากีสถาน และบรรยายเกี่ยวกับแนวทางการผลักดันความเป็นไปได้ในการจัดทำความร่วมมือด้าน UHC กับหน่วยงานด้านสาธารณสุขของปากีสถาน เพื่อสะท้อนจุดเด่นและวิธีการนำเสนอ UHC ของไทยให้เป็นที่น่าสนใจยิ่งขึ้น

อนึ่ง การบรรยายดังกล่าวเป็นส่วนหนึ่งของโครงการพัฒนาศักยภาพบุคลากรของ สปสช. เพื่อเสริมสร้างขีดความสามารถและองค์ความรู้เกี่ยวกับระบบหลักประกันสุขภาพแห่งชาติ และนำไปปรับใช้ในฐานะวิทยากรในเวทีระหว่างประเทศได้อย่างมีประสิทธิภาพ ซึ่งจะมีส่วนในการสนับสนุนภารกิจด้านการทูตสาธารณสุขของกระทรวงการต่างประเทศอีกทางหนึ่งด้วย

On 16 July 2025, the Department of International Organizations welcomed and hosted a lecture on “MFA’s Outlook on Thailand’s Work on UHC,” to participants of the “UHC Storytellers” Project, which is organized by the International Health Policy Programme (IHPP) and the National Health Security Office (NHSO). The Department of International Organizations shared information and insights on the Ministry of Foreign Affairs’ efforts to advance health diplomacy and Thailand’s universal health coverage (UHC) on the world stage with a view to support the capacity-building of NHSO’s officials to become “UHC Storytellers” for foreign delegations.  

The lecture comprised 3 parts. In the first part, Ms. Kate Vasharakorn, Counsellor at the Social Division, provided an overview on diplomatic protocol and hosting foreign delegates. In the second segment, Ms. Jitvipa Benjasil, Director of the Social Division, spoke on MFA’s role in promoting health diplomacy and international cooperation, including on UHC, at bilateral and regional levels as well as among different multilateral fora.

In the last part,  H.E. Mr. Rongvudhi Virabutr, Ambassador of Thailand to Pakistan at the invitation of the Department, shared his views as a current advocate of Thailand’s UHC abroad via online.  The Ambassador spoke of Pakistan’s health system and current talks to launch health cooperation projects between Thailand and Pakistan. He also offered reflections on the advantages of Thailand’s UHC and how best to promote universal health to other countries and stakeholders.

The lecture was organized in support of IHPP and NHSO’s project to foster the development and training of NHSO officers to become interlocutors on Thailand’s UHC for foreign delegations, an effort which may in turn contribute to MFA’s mission to advance Thailand’s health diplomacy.
