เมื่อวันที่ 26 พฤษภาคม 2569 นายสีหศักดิ์ พวงเกตุแก้ว รองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงการต่างประเทศ ได้เดินทางเยือนนครนิวยอร์ก เพื่อเข้าร่วมการอภิปรายแบบเปิดของคณะมนตรีความมั่นคงแห่งสหประชาชาติ (United Nations Security Council - UNSC) ในหัวข้อ “การธำรงรักษาวัตถุประสงค์และหลักการของกฎบัตรสหประชาชาติ และการส่งเสริมระบบระหว่างประเทศที่มีสหประชาชาติเป็นแกนกลาง” ภายใต้ระเบียบวาระเรื่อง “การรักษาสันติภาพและความมั่นคงระหว่างประเทศ” ณ สำนักงานใหญ่สหประชาชาติ
ในการอภิปรายดังกล่าว รัฐสมาชิกได้ย้ำถึงความสำคัญของการธำรงรักษาวัตถุประสงค์และหลักการของกฎบัตรสหประชาชาติ และการเสริมสร้างระบบระหว่างประเทศที่มีสหประชาชาติเป็นแกนกลาง โดยให้ความสำคัญกับการปฏิรูปสหประชาชาติเพื่อเสริมสร้างประสิทธิภาพ ความน่าเชื่อถือ และการเป็นตัวแทนที่ครอบคลุม ให้สอดคล้องกับบริบทโลกที่เปลี่ยนแปลงไป การส่งเสริมบทบาทที่เกื้อหนุนกันขององค์การระดับภูมิภาคในการธำรงรักษาสันติภาพและความมั่นคงระหว่างประเทศ ตลอดจนการเสริมสร้างความร่วมมือเพื่อการพัฒนาและการเป็นหุ้นส่วนระหว่างประเทศในฐานะรากฐานสำคัญของสันติภาพและการพัฒนาที่ยั่งยืน ทั้งนี้ เลขาธิการสหประชาชาติได้ย้ำว่ากฎบัตรสหประชาชาติยังคงเป็นรากฐานสำคัญของระเบียบระหว่างประเทศ พร้อมเรียกร้องให้รัฐสมาชิกยึดมั่นต่อการเจรจา ความร่วมมือพหุภาคี และการแก้ไขข้อพิพาทโดยสันติวิธี
ในโอกาสนี้ รองนายกรัฐมนตรีฯ ยังได้พบหารือกับผู้แทนระดับสูงของประเทศต่าง ๆ ได้แก่ (1) ผู้ช่วยรัฐมนตรีด้านกิจการภูมิภาคเอเชียตะวันออกเฉียงใต้และแปซิฟิก กระทรวงการต่างประเทศสหรัฐฯ (2) รัฐมนตรีว่าการกระทรวงการต่างประเทศจีน (3) รัฐมนตรีว่าการกระทรวงการต่างประเทศคอสตาริกา และ (4) รองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงการต่างประเทศและความร่วมมือระหว่างประเทศกัมพูชา โดยทุกฝ่ายเห็นพ้องที่จะส่งเสริมความร่วมมือในประเด็นที่เป็นผลประโยชน์ร่วมกัน ทั้งด้านเศรษฐกิจ ความมั่นคง และความร่วมมือพหุภาคี รวมทั้งได้แลกเปลี่ยนข้อคิดเห็นเกี่ยวกับสถานการณ์ในภูมิภาคและประเด็นระหว่างประเทศที่สำคัญ ตลอดจนย้ำความมุ่งมั่นในการส่งเสริมสันติภาพ เสถียรภาพ และความร่วมมือที่สร้างสรรค์ในภูมิภาค
การเข้าร่วมการอภิปรายและการหารือทวิภาคีครั้งนี้สะท้อนบทบาทเชิงรุกของไทยในการมีส่วนร่วมขับเคลื่อนความร่วมมือระหว่างประเทศ เสริมสร้างความสัมพันธ์กับมิตรประเทศ และสนับสนุนระบบระหว่างประเทศที่มีสหประชาชาติเป็นแกนกลาง ท่ามกลางความท้าทายทางภูมิรัฐศาสตร์ที่เพิ่มขึ้น
On 26 May 2026, H.E. Mr. Sihasak Phuangketkeow, Deputy Prime Minister and Minister of Foreign Affairs, visited New York to attend the United Nations Security Council (UNSC) open debate on “Upholding the Purposes and Principles of the UN Charter and Strengthening the UN-Centered International System” under the agenda item “Maintenance of international peace and security” at the United Nations Headquarters.
During the open debate, Member States reaffirmed the importance of upholding the purposes and principles of the UN Charter and strengthening a UN-centered international system amid growing geopolitical tensions and global challenges. Particular emphasis was placed on advancing UN reform, including efforts to enhance the effectiveness, credibility and representativeness of the United Nations, promoting the complementary role of regional organizations in maintaining international peace and security, and enhancing development cooperation and international partnerships as foundations for peace and sustainable development. In this regard, the Secretary-General of the United Nations stressed that the UN Charter remains the foundation of the international order and called on all Member States to recommit to dialogue, cooperation and the peaceful settlement of disputes.
On this occasion, the Deputy Prime Minister and Minister of Foreign Affairs also held bilateral meetings with high-level representatives from participating Member States, namely (1) the U.S. Assistant Secretary of State for East Asian and Pacific Affairs, (2) the Minister of Foreign Affairs of China, (3) the Minister of Foreign Affairs of Costa Rica, and (4) the Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation of Cambodia. All parties agreed to further promote cooperation in areas of mutual interest, including economic cooperation, security, and multilateral cooperation. They also exchanged views on regional developments and key international issues of mutual interest, while reaffirming their commitment to promoting peace, stability and constructive cooperation in the region.
The participation of the Deputy Prime Minister and Minister of Foreign Affairs in the open debate and bilateral engagements reflected Thailand’s proactive role in joining the conversation to determine the direction for advancing international cooperation, strengthening relations with partner countries, and supporting a UN-centered international system amid growing geopolitical challenges.
