เมื่อวันที่ 19 มิถุนายน 2569 นางสาวแคทรียา ปทุมรส รองอธิบดีกรมองค์การระหว่างประเทศ พบหารือกับนางซารา เรโซอาญิ อัครราชทูตที่ปรึกษา และรองหัวหน้าคณะผู้แทนสหภาพยุโรปประจำประเทศไทย เพื่อแลกเปลี่ยนข้อคิดเห็นในประเด็นที่อยู่ในความสนใจร่วมกันในกรอบสหประชาชาติ โดยมีผู้แทนจากสถานเอกอัครราชทูตประเทศสมาชิกสหภาพยุโรปเข้าร่วมด้วย

ฝ่ายสหภาพยุโรปขอให้ไทยพิจารณาเข้าเป็นภาคีอนุสัญญาว่าด้วยการคุ้มครองและการใช้ลำน้ำระหว่างประเทศและทะเลสาบระหว่างประเทศ ค.ศ. 1992 (1992 Water Convention) ในบริบทที่จะมีการจัดการประชุม UN Water Conference 2026 ในเดือนธันวาคม 2569 ณ สหรัฐอาหรับเอมิเรตส์ และเห็นว่า ไทยมีบทบาทสำคัญในความร่วมมือด้านทรัพยากรน้ำในภูมิภาค และการเข้าเป็นภาคีอนุสัญญาฯ จะช่วยส่งเสริมความร่วมมือ การลงทุนและการป้องกันความขัดแย้งที่เกี่ยวข้องกับทรัพยากรน้ำ ในการนี้ รองอธิบดีฯ แจ้งว่า ไทยตระหนักถึงบทบาทของ 1992 Water Convention ในการส่งเสริมความร่วมมือด้านน้ำข้ามพรมแดน โดยหน่วยงานที่เกี่ยวข้องของไทยอยู่ระหว่างศึกษาประเด็นดังกล่าว ซึ่งไทยให้ความสำคัญกับเป้าหมายการพัฒนาที่ยั่งยืน เป้าหมายที่ 6 (น้ำสะอาดและสุขอนามัย) และการประชุม UN Water Conference 2026 โดยเข้าร่วมการประชุมที่เกี่ยวข้องอย่างต่อเนื่อง และหวังว่า ไทยจะสามารถมีบทบาทและความร่วมมือกับสหภาพยุโรปต่อไป

ทั้งสองฝ่ายยังแลกเปลี่ยนข้อคิดเห็นเกี่ยวกับประเด็นสิทธิมนุษยชนที่จะมีการหารือในที่ประชุมคณะมนตรีสิทธิมนุษยชนแห่งสหประชาชาติ (Human Rights Council: HRC) สมัยที่ 62 โดยฝ่ายไทยย้ำความสำคัญของการส่งเสริมและคุ้มครองสิทธิมนุษยชน รวมถึงการแก้ไขปัญหาผ่านการหารือและความร่วมมือที่สร้างสรรค์ในกรอบพหุภาคี

On 19 June 2026, Ms. Cataleya Phatoomros, Deputy Director-General of the Department of International Organizations, had discussions with Ms. Sara Rezoagli, Minister Counsellor and Deputy Head of the Delegation of the European Union to Thailand, to exchange views on issues of mutual interest within the framework of the United Nations. Also in attendance were representatives from the embassies of European Union Member States in Thailand.

The European Union encouraged Thailand to consider acceding to the Convention on the Protection and Use of Transboundary Watercourses and International Lakes (1992 Water Convention) in the context of the upcoming UN Water Conference 2026 in the United Arab Emirates in December 2026. The EU also emphasized Thailand's important role in regional water cooperation and noted that acceding to the Convention would enhance cooperation, boost investment, and aid in conflict prevention regarding water resources. In response, the Deputy Director-General acknowledged the role of the 1992 Water Convention in promoting transboundary water cooperation and stated that relevant Thai agencies are currently reviewing the issue. She also underscored Thailand's strong commitment to Sustainable Development Goal 6 (SDG 6: Clean Water and Sanitation) and its continuous engagement in preparatory meetings leading up to the UN Water Conference 2026. She expressed Thailand's readiness to continue cooperation with the EU on related matters.

Both sides also exchanged views on human rights issues under consideration at the 62nd session of the United Nations Human Rights Council (HRC), with the Thai side highlighting the importance of promoting and protecting human rights, as well as the need for constructive dialogue and multilateral cooperation to address human rights challenges.
