เมื่อวันที่ 16 มีนาคม 2569 นายสีหศักดิ์ พวงเกตุแก้ว รัฐมนตรีว่าการกระทรวงการต่างประเทศ กล่าวถ้อยแถลงในการเปิดการประชุมเต็มคณะของการประชุมระดับโลกว่าด้วยการฉ้อโกง (Global Fraud Summit) สาธารณรัฐออสเตรีย ในหัวข้อ “Scam centres: the rising sophistication and cross-border impact of fraud” ณ ศูนย์ระหว่างประเทศกรุงเวียนนา
รัฐมนตรีฯ ย้ำความสำคัญที่ไทยให้กับการต่อต้านการฉ้อโกง โดยเฉพาะการหลอกลวงทางอินเทอร์เน็ต (online scams) ซึ่งเป็นอาชญากรรมที่ขยายตัวอย่างรวดเร็วจากการแสวงประโยชน์จากเทคโนโลยีที่ทันสมัย และพื้นที่ซึ่งธรรมาภิบาลและหลักนิติธรรมอ่อนแอหรือขาดหาย อันส่งผลกระทบต่อประชาชนนับล้านคนทั่วโลก ทั้งด้านความมั่นคง และเศรษฐกิจ รวมถึงการละเมิดสิทธิมนุษยชน โดยความร่วมมือระหว่างประเทศมีความสำคัญในการจัดการกับอาชญากรรมดังกล่าว
รัฐมนตรีฯ ยังกล่าวถึงความสำคัญของการมีเจตนารมณ์ทางการเมืองในการต่อต้าน online scams โดยไทยได้ประกาศให้การต่อต้านอาชญากรรมการหลอกลวงทางอินเทอร์เน็ตเป็นวาระแห่งชาติ และยกระดับการดำเนินการทั้งภายในประเทศและระหว่างประเทศ อาทิ การจัดตั้งคณะกรรมการป้องกันและปราบปรามอาชญากรรมทางเทคโนโลยี และการส่งเสริมความร่วมมือกับสำนักงานว่าด้วยยาเสพติดและอาชญากรรมแห่งสหประชาชาติ (United Nations Office on Drugs and Crime: UNODC) และองค์การตำรวจอาชญากรรมระหว่างประเทศ (International Criminal Police Organization: INTERPOL) รวมถึงภาคเอกชนที่เกี่ยวข้อง พร้อมเรียกร้องให้ประชาคมระหว่างประเทศแลกเปลี่ยนข่าวกรอง ส่งเสริมการสืบสวนสอบสวนและการตอบสนองข้ามพรมแดนอย่างทันท่วงที และเสริมสร้างขีดความสามารถในการติดตามและนำทรัพย์ที่ได้จากการกระทำผิดคืนสู่ผู้เสียหายโดยเร็ว
ที่ผ่านมา ไทยได้ผลักดันการปราบปรามการฉ้อโกง โดยเฉพาะ online scams ผ่านเวทีการประชุมระหว่างประเทศต่าง ๆ อย่างต่อเนื่อง โดยการเข้าร่วมการประชุมฯ ในครั้งนี้เป็นการยืนยันความมุ่งมั่นของไทยในการผลักดันประเด็นการต่อต้านการฉ้อโกงให้เป็นวาระสำคัญของโลก และต่อยอดผลการประชุมระหว่างประเทศว่าด้วยหุ้นส่วนระดับโลกเพื่อต่อต้านอาชญากรรมหลอกลวงทางอินเทอร์เน็ต (International Conference on the Global Partnership against Online Scams) เมื่อวันที่ 17 - 18 ธันวาคม 2568 ที่กรุงเทพฯ
On 16 March 2026, H.E. Mr. Sihasak Phuangketkeow, Minister of Foreign Affairs, delivered opening remarks at the Plenary Session of the Global Fraud Summit in Vienna, Austria, under the theme “Scam centres: The rising sophistication and cross-border impact of fraud“ at the Vienna International Centre.
The Foreign Minister reaffirmed Thailand’s strong commitment to combating fraud, particularly online scams, which is rapidly growing through the exploitation of emerging technologies and areas which have weak, or a lack of, governance and a rule of law. These crimes affect millions of people across the globe, undermining economy and security while also violating human rights. In this regard, the Foreign Minister reiterated the importance of international cooperation in the fight against such crimes.
The Foreign Minister also stressed the importance of political commitment to address online scams, highlighting that Thailand has declared the fight against cybercrime and online scams a national agenda and has taken measures to enhance its response, such as through establishing a National Committee for the Prevention and Suppression of Technology Related Crimes, as well as expanded cooperation with international partners such as the United Nations Office on Drugs and Crime (UNODC) and International Criminal Police Organization (INTERPOL), including other relevant private entities. The Foreign Minister also urged the international community to step up efforts on intelligence-sharing, timely cross-border investigations and response, and strengthening the ability to trace and recover illicit assets.
Thailand has continuously advanced efforts to combat fraud, particularly online scams. As such, Thailand’s participation in the Global Fraud Summit reaffirms its continued commitment to advancing this issue as a key global priority and builds upon the outcomes of the International Conference on the Global Partnership against Online Scams, on 17 - 18 December 2025 in Bangkok.
