เมื่อวันที่ ๒๐ พฤศจิกายน ๒๕๖๘ นางสาวพินทุ์สุดา ชัยนาม อธิบดีกรมองค์การระหว่างประเทศ ได้พบหารือกับ ดร. Ailan Li ผู้แทนองค์การอนามัยโลกประจำประเทศไทย ในโอกาสขอเข้าพบเพื่อแนะนำตัว และยื่นเอกสารการแต่งตั้ง (credentials) เพื่อเป็นการเข้ารับตำแหน่งอย่างเป็นทางการ
ทั้งสองฝ่ายได้หารือเกี่ยวกับความร่วมมือด้านสาธารณสุขระหว่างไทยกับ WHO โดย ดร. Ailan Li กล่าวชื่นชมบทบาทที่แข็งขันของไทยด้านการทูตสาธารณสุข (Global Health Diplomacy) ทั้งในกรอบองค์การอนามัยโลกและสมัชชาสหประชาชาติ และขอบคุณไทยที่เป็นประเทศผู้นำและแบบอย่างที่ดีด้านการดำเนินนโยบายหลักประกันสุขภาพถ้วนหน้า (universal health coverage: UHC) การใช้มาตรการภาษีในการดำเนินงานด้านการส่งเสริมสุขภาพเพื่อลดความเสี่ยงการเป็นโรคไม่ติดต่อ (noncommunicable diseases: NCDs) และการเจรจาความตกลงว่าด้วยการระบาดใหญ่ (WHO Pandemic Agreement) รวมถึงการขับเคลื่อนงานด้านสาธารณสุขของการประชุมนานาชาติของมูลนิธิรางวัลสมเด็จเจ้าฟ้ามหิดล (PMAC Conference) นอกจากนี้ ดร. Ailan ขอบคุณกระทรวงการต่างประเทศ (กรมองค์การระหว่างประเทศ กรมความร่วมมือระหว่างประเทศ และกรมพิธีการทูต) ที่สนับสนุนและอำนวยความสะดวกในการทำงานของ WHO มาโดยตลอด โดย WHO ยืนยันความพร้อมที่จะสนับสนุนงานสาธารณสุขของไทยต่อไป
อธิบดีกรมองค์การระหว่างประเทศกล่าวแสดงความยินดีต่อการเข้ารับตำแหน่งของ ดร. Ailan และย้ำความพร้อมของกระทรวงการต่างประเทศในการร่วมมือกับกระทรวงสาธารณสุข และ WHO เพื่อขับเคลื่อนงานด้านการทูตสาธารณสุข รวมถึงแลกเปลี่ยนความเห็นเกี่ยวกับการจัดทำแผนยุทธศาสตร์ความร่วมมือระหว่างรัฐบาลไทยกับองค์การอนามัยโลก (WHO Country Cooperation Strategy: CCS) ในวาระต่อไปด้วย
On 20 November 2025, Ms. Pinsuda Jayanama, Director-General of the Department of International Organizations, welcomed Dr. Ailan Li, Representative of the World Health Organization (WHO) to Thailand on the occasion of presentation of her credentials to officially assume position.
Both sides discussed Thailand and WHO’s cooperation on health issues. Dr. Ailan Li commended Thailand’s active role in global health diplomacy, in the WHO and the United Nations General Assembly. She also praised Thailand’s leadership on universal health coverage (UHC), employing health taxes for health promotion and mitigating risk of noncommunicable diseases (NCDs), the WHO Pandemic Agreement negotiations, and advancing public health through the PMAC Conference. Moreover, Dr. Ailan expressed appreciation to the Ministry of Foreign Affairs (the Department of International Organizations, Thailand International Cooperation Agency (TICA), and the Protocol Department) for facilitating WHO’s work and conveyed WHO’s readiness to support Thailand’s work on health matters.
The Director – General of the Department of International Organizations congratulated Dr. Ailan on assuming the position of WHO Representative to Thailand and reaffirmed the Ministry of Foreign Affairs’ readiness, in collaboration with the Ministry of Public Health, to continue supporting the work of the WHO in advancing health diplomacy. The Director-General also shared views on the drafting of the next WHO Country Cooperation Strategy (WHO CCS) between Thailand and the WHO.
