เมื่อวันที่ ๒๒ กันยายน ๒๕๖๕ นางสาวจิตวิภา เบญจศีล ผู้อำนวยการกองการสังคม กรมองค์การระหว่างประเทศ ร่วมเสวนาเกี่ยวกับทางเลือกแทนการกักตัวเด็กผู้โยกย้ายถิ่นฐานในห้องกักของสำนักงานตรวจคนเข้าเมือง (Detention as a last resort: Implementing alternatives to immigration detention and governments commitments) ในการประชุมเสวนาระดับภูมิภาคเรื่องแนวทางการจัดการการโยกย้ายถิ่นฐานที่ปลอดภัย เป็นระเบียบ และเป็นปกติ และการคุ้มครองผู้โยกย้ายถิ่นฐาน (Regional Dialogue on the Management of Safe, Orderly and Regular Migration and Protection of Migrants) ซึ่งจัดโดยองค์การระหว่างประเทศเพื่อการโยกย้ายถิ่นฐาน (International Organization for Migration: IOM) ระหว่างวันที่ ๒๑-๒๓ กันยายน ๒๕๖๕ ณ โรงแรม Holiday Inn Bangkok Silom

ในโอกาสนี้ นางสาวจิตวิภาฯ ได้ให้ข้อมูลเกี่ยวกับการจัดทำบันทึกความเข้าใจร่วมกันระหว่างหน่วยงานไทยเพื่อให้มีการใช้มาตรการทางเลือกแทนการกักเด็กฯ  ซึ่งรวมถึงการรับไว้ดูแลให้สถานคุ้มครองของรัฐหรือเอกชน และการอนุญาตให้ออกไปใช้ชีวิตในชุมชน โดยมีทีมสหวิชาชีพคอยบริหารจัดการการให้ความช่วยเหลือที่เหมาะสมเป็นรายกรณี โดยชี้ว่า ปัจจัยสำคัญที่ส่งผลให้การดำเนินการดังกล่าวประสบความสำเร็จได้แก่ เจตนารมณ์ทางการเมืองที่มุ่งมั่น การร่วมมือและบูรณาการระหว่างหน่วยงานภาครัฐที่เกี่ยวข้อง และการทำงานร่วมกับชุมชนและภาคประชาสังคม.

On 22 September 2022, Ms. Jitvipa Benjasil, participated as a panelist in the discussion on “Detention as a last resort: Implementing alternatives to immigration detention and governments commitments” at Regional Dialogue on the Management of Safe, Orderly and Regular Migration and Protection of Migrants, organized by International Organization for Migration (IOM) at Holiday Inn Silom, Bangkok, from 21-23 September 2022.  

On this occasion, she shared Thailand’s experience in developing the Memorandum of Understanding (MoU) on alternatives to detention of migrant children signed by 7 Thai agencies which allowed migrant children to be placed under institutional care in government or private shelters, or community-based care, and be provided with case management under the supervision of multidisciplinary teams. She also pointed out that the keys to success in the implementation of this policy include strong political will, the use of the whole-of-government and the whole-of-society approaches, as well as a strong partnership with local community as well as civil society organizations.
