กรมองค์การระหว่างประเทศร่วมกับกรมคุ้มครองสิทธิและเสรีภาพจัดการสัมมนาเชิงปฏิบัติเพื่อเผยแพร่ รายงานประเทศตามกลไก UPR รอบที่ 3 ฉบับกลางรอบ และเตรียมการจัดทำรายงานฯ รอบที่ 4 พื้นที่ จังหวัดขอนแก่น

เมื่อวันที่ 18 สิงหาคม 2568 กรมองค์การระหว่างประเทศ กระทรวงการต่างประเทศ ร่วมกับกรม คุ้มครองสิทธิและเสรีภาพ กระทรวงยุติธรรม จัดการสัมมนาเชิงปฏิบัติการเพื่อเผยแพร่รายงานประเทศตามกลไก การประเมินสถานการณ์สิทธิมนุษยชนรายประเทศ (Universal Periodic Review: UPR) รอบที่ 3 ฉบับกลาง รอบ (Mid-term Report) พื้นที่จังหวัดขอนแก่น เพื่อให้ความรู้เกี่ยวกับกระบวนการของกลไก UPR ข้อเสนอแนะที่ไทยตอบรับจากประเทศสมาชิกสหประชาชาติ ตลอดจนรวบรวมข้อมูลเพื่อเตรียมการจัดทำ รายงานของประเทศไทยภายใต้กลไก UPR รอบที่ 4 ซึ่งมีกำหนดส่งในเดือนกรกฎาคม 2569 โดยมีผู้แทนจาก ส่วนราชการในจังหวัดขอนแก่น องค์กรบริหารส่วนท้องถิ่น ภาคการศึกษาเข้าร่วมการสัมมนาฯ จำนวนกว่า 80 คน

ในโอกาสดังกล่าว นางสาวปิยพร ภู่ธนพันธ์ นักการทูตชำนาญการพิเศษ กองการสังคม กรม องค์การระหว่างประเทศได้ร่วมเป็นวิทยากรบรรยายเกี่ยวกับสถานะและพัฒนาการของการดำเนินการตาม ข้อเสนอแนะที่ไทยได้รับและคำมั่นโดยสมัครใจของไทย และสาระของรายงานประเทศตามกลไก UPR รอบที่ 3 ฉบับกลางรอบ นอกจากนี้ มีผู้แทนกรมคุ้มครองสิทธิและเสรีภาพ มหาวิทยาลัยธรรมศาสตร์ และสำนักงาน คณะกรรมการสิทธิมนุษยชนแห่งชาติร่วมเป็นวิทยากรด้วย

ผู้เข้าร่วมการสัมมนาฯ ได้แลกเปลี่ยนความเห็นเกี่ยวกับความคืบหน้า ความท้าทาย ซึ่งรวมถึง ความท้าทายใหม่ (อาทิ ภัยพิบัติ การแก้ไขปัญหาระบบระบายน้ำเพื่อป้องกันน้ำท่วม การจัดการขยะ ปัญหายาเสพติดในระดับชุมชน) ในการดำเนินการตามข้อเสนอแนะที่ไทยได้ตอบรับ รวมถึงคำมั่นโดยสมัครใจ ในกระบวนการ UPR และข้อเสนอแนะในการส่งเสริมสิทธิมนุษยชนในพื้นที่ ด้วย

Department of International Organizations and Department of Rights and Liberties Protection co-hosted a workshop on Thailand's 3rd UPR Mid-term Report and preparation for the 4th UPR cycle report in Khon Kaen province
On 18 August 2025, the Department of International Organizations, Ministry of Foreign Affairs, and the Department of Rights and Liberties Protection, Ministry of Justice, co-hosted a workshop to disseminate Thailand’s Third Universal Periodic Review (UPR) Mid-term Report (3rd Cycle) in Khon Kaen, attended by over 80 representatives from local government agencies and educational institutions. The workshop aimed at raising awareness among government officials and general public about the UPR mechanism and process, the recommendations from the UN Member States that Thailand accepted during the presentation of the third UPR report, and progress on their implementation. The workshop participants exchanged views on the progress and challenges in implementing Thailand’s accepted UPR recommendations, voluntary pledges, and suggestion on ways to further advance human rights in Khon Kaen. The discussions will also be used as input for Thailand’s 4th Cycle UPR Report, scheduled for submission in July 2026.

On this occasion, Ms. Piyaporn Putanapan, Minister-Counsellor, Social Division, Department of International Organizations, joined as a panelist and presented an overview of Thailand’s implementation of UPR recommendations and voluntary pledges, as well as key elements of the 3rd Cycle UPR Mid-term Report. Other panellists include lecturer from Thammasat University and representatives from the Department of Rights and Liberties Protection, and the Office of the National Human Rights Commission of Thailand.

Participants exchanged views on human rights issues, challenges and emerging challenges, including natural disasters, water drainage system to prevent flood, waste management, drug problem at community level, and recommendations relevant to the Northeastern region of Thailand, particularly Khon Kaen, which will serve as inputs for the drafting of the 4 th Cycle UPR report.
