เมื่อวันที่ 23 ม.ค. 2567 กรมองค์การระหว่างประเทศร่วมกับกรมคุ้มครองสิทธิและเสรีภาพ จัดการประชุมเชิงปฏิบัติการเพื่อรวบรวมข้อมูลเพิ่มเติมสำหรับการจัดทำร่างรายงานประเทศตามกลไก Universal Periodic Review (UPR) รอบกลางรอบ (Mid-term Report) รอบที่ 3 ณ โรงแรมมิราเคิล แกรนด์ กรุงเทพฯ

              การประชุมเชิงปฏิบัติการดังกล่าวมีวัตถุประสงค์เพื่อให้ความรู้เกี่ยวกับกระบวนการของกลไก UPR ข้อเสนอแนะที่ไทยได้รับจากประเทศสมาชิกสหประชาชาติ รวมถึงเพื่อรวบรวมข้อมูลเพิ่มเติมจากส่วนราชการผู้ปฏิบัติและภาคประชาสังคมในกรุงเทพฯ เกี่ยวกับการดำเนินการ ความคืบหน้า และความท้าทายในการดำเนินการตามข้อเสนอแนะที่ไทยได้ตอบรับ รวมถึงคำมั่นโดยสมัครใจในกระบวนการ UPR เพื่อจัดทำรายงานของประเทศไทยรอบกลางรอบ ภายใต้กลไก UPR รอบที่ 3 ที่มีกำหนดส่งในช่วงต้นปี 2567

               ในโอกาสดังกล่าว นางสาวจิตวิภา เบญจศีล ผู้อำนวยการกองการสังคม กรมองค์การระหว่างประเทศได้ร่วมเป็นวิทยากรบรรยายถึงแผนปฏิบัติการภายใต้กลไก UPR และพัฒนาการของการดำเนินการ การประชุมดังกล่าวมีผู้แทนส่วนราชการและภาคประชาสังคมเข้าร่วมประมาณ 150 คน

              ก่อนหน้านี้ กรมองค์การระหว่างประเทศและกรมคุ้มครองสิทธิและเสรีภาพจัดการประชุมเชิงปฏิบัติการในเรื่องเดียวกันที่จังหวัดเชียงราย และจังหวัดสงขลาโดยหลังจากนี้ มีกำหนดจะจัดการประชุมเชิงปฏิบัติการเพิ่มเติมในภาคตะวันออกเฉียงเหนือ และภาคตะวันตก

             On 23 January 2024, the Department of International Organizations, Ministry of Foreign Affairs of Thailand and the Rights and Liberty Protection Department, Ministry of Justice of Thailand co-hosted the workshop in order to gather information for Thailand’s mid-term report under the 3rd Cycle of the Universal Periodic Review (UPR) at Miracle Grand Hotel, Bangkok.

              The workshop aims to raise awareness on the UPR process and recommendations Thailand received from UN Member States as well as exchanging views on progress made and challenges faced by government agencies
in the implementation of accepted UPR recommendations. The information and comment’s received will be used in drafting Thailand’s UPR mid-term report of which its submission is expected in the first quarter of 2024.

             Director Jitvipa Benjasil from Social Division, Dept. of International Organizations, Ministry of Foreign Affairs, was one of the panelists sharing the latest development in Thailand's implementation of the accepted UPR recommendations. More than 150 representatives from various government agencies and civil society organizations  participated in the Workshop, also shared their views.

            Earlier in December 2023 and January 2024, the Department of International Organizations and the Rights and Liberty Department co-hosted similar workshops for the Northern region in Chiang Rai province and for the Southern region in SongKhla provinces. The two offices will also be organizing the workshop in the North-East and the West of Thailand in the coming weeks.
