กรมองค์การระหว่างประเทศร่วมกับกรมคุ้มครองสิทธิและเสรีภาพจัดการประชุมเชิงปฏิบัติการเพื่อรวบรวมข้อมูลประกอบการจัดทำรายงานสถานการณ์สิทธิมนุษยชนของประเทศไทยภายใต้กลไกการประเมินสถานการณ์สิทธิมนุษยชนรายประเทศ (UPR) รอบที่ ๔ (ภาคเหนือ) ที่จังหวัดเชียงใหม่

เมื่อวันที่ ๑๐ มิถุนายน ๒๕๖๙ กรมองค์การระหว่างประเทศ กระทรวงการต่างประเทศ ร่วมกับกรมคุ้มครองสิทธิและเสรีภาพ กระทรวงยุติธรรม จัดการประชุมเชิงปฏิบัติการเพื่อให้ความรู้เกี่ยวกับกลไกการประเมินสถานการณ์สิทธิมนุษยชนรายประเทศ (Universal Periodic Review: UPR) และข้อเสนอแนะที่ประเทศไทยได้รับจากประเทศสมาชิกสหประชาชาติ รวมทั้งรวบรวมข้อมูลประกอบการจัดทำรายงานสถานการณ์สิทธิมนุษยชนของประเทศไทยภายใต้กลไก UPR รอบที่ ๔ ที่จังหวัดเชียงใหม่ โดยมีผู้แทนจากส่วนราชการในจังหวัดเชียงใหม่ องค์การบริหารส่วนท้องถิ่น และภาคประชาสังคมเข้าร่วมกว่า ๑๑๐ คน

ในโอกาสดังกล่าว นางสาวปินดา วิริยะพงษ์ศรี นักการทูตปฏิบัติการ กองการสังคม กรมองค์การระหว่างประเทศ ได้ร่วมเป็นวิทยากรบรรยายเกี่ยวกับข้อเสนอแนะที่ไทยได้รับและคำมั่นโดยสมัครใจของไทย และเค้าโครงรายงานประเทศของไทยตามกลไก UPR รอบที่ ๔ โดยมีผู้แทนกรมคุ้มครองสิทธิและเสรีภาพ มหาวิทยาลัยธรรมศาสตร์ และสำนักงานคณะกรรมการสิทธิมนุษยชนแห่งชาติ ร่วมเป็นวิทยากรด้วย

ผู้เข้าร่วมการประชุมฯ ได้แลกเปลี่ยนความเห็นเกี่ยวกับความคืบหน้าและความท้าทายด้านสิทธิมนุษยชนในพื้นที่ อาทิ การประกาศใช้พระราชบัญญัติแก้ไขเพิ่มเติมประมวลกฎหมายแพ่งและพาณิชย์ (ฉบับที่ ๒๔) พ.ศ. ๒๕๖๗ (กฎหมายสมรสเท่าเทียม) และพระราชบัญญัติป้องกันและปราบปรามการทรมานและการกระทำให้บุคคลสูญหาย พ.ศ. ๒๕๖๕ การเข้าถึงและผลกระทบของเทคโนโลยีดิจิทัลต่อสิทธิมนุษยชน รวมถึงสิทธิมนุษยชนกับสิ่งแวดล้อมที่สะอาด ดีต่อสุขภาพ และยั่งยืน ซึ่งกระทรวงการต่างประเทศและกระทรวงยุติธรรมจะรวบรวมข้อมูลดังกล่าวสำหรับการจัดทำรายงานประเทศภายใต้กลไก UPR รอบที่ ๔ ต่อไป

Department of International Organizations and Department of Rights and Liberties Protection co-hosted a regional workshop in Chiang Mai Province to support preparation of Thailand’s Fourth-Cycle UPR Report

On 10 June 2026, Department of International Organizations, Ministry of Foreign Affairs, in cooperation with Department of Rights and Liberties Protection, Ministry of Justice, organized a workshop in Chiang Mai Province to enhance the participants’ understanding of the Universal Periodic Review (UPR) mechanism and the recommendations Thailand received from United Nations Member States, as well as to gather information for Thailand’s national report under the fourth cycle of the UPR. More than 110 participants attended the workshop, including representatives from government agencies in Chiang Mai Province, local administrative organizations, and civil society organizations.

On this occasion, Ms. Pinda Viriyapongsri, Attaché, Social Affairs Division, Department of International Organizations, delivered a presentation on the recommendations Thailand received, Thailand’s voluntary pledges, and the outline of the national report for the fourth cycle of the UPR. Representatives from the Department of Rights and Liberties Protection, Thammasat University, and the National Human Rights Commission of Thailand also participated as speakers.

The participants exchanged views on progress and challenges relating to human rights situation in the region. Topics discussed included the enactment of the Civil and Commercial Code Amendment Act (No. 24), B.E. 2567 (2024) (Marriage Equality Law); the Prevention and Suppression of Torture and Enforced Disappearance Act, B.E. 2565 (2022); access to and impact of digital technology on human rights; and the right to a clean, healthy, and sustainable environment. The Ministry of Foreign Affairs and the Ministry of Justice will make use of this information for Thailand’s national report under the fourth cycle of the UPR mechanism.
